MINUTES OF THE PLANNING COMMISSION MEETING OF JUNE 5. 1974

;~ The Planning Commission of the City of Seal Beach met in regular session on
. Wednesday, June 5, 1974, in the Council Chamber of the City Adm~n1stration Building.
The meeting was called to order by Vice Chairman Lanning and Mro Ripperdan led the
Pledge to the Flag. Chairman Knapp arrived.
Present: Cook. Lanning, Knapp. Ripperdan. Schmitt
Absent: None
The minutes of the meeting of May 159 1974 were approved as presented.
10 Public Hearings

Secretary read the application for construction of a duplex wlth a variance for
tandem parking at 1516 Marine Avenue. Public Hearing open. Applicant had not
arrived and the hearing was deferred to later in the agenda.

Secretary read application for construction of a neighborhood shopping cent~r
with variance for no alley at the rear of property on 203 acres located between
Westminster Avenue and Seal Beach Boulevard. He also reviewed the scope of
the projecto He reported that the Environmental Impact Report had been approved
by the Environmental Quality Control Board. Hearing open. Charles G. Ball,
Business Properties. Irvine, advised of the proposal which meets all requirements
except alley requirement and service approach areas have been provided in the
designo Six foot block wall will screen rear areas. Landscaping of 1% of site
to be providedo Mro Ball reviewed suggestions by EoQoCoBo and city staff.
Applicant unab~e to get permission from LoAo Water and Power to place and maintain
landscaping on the railroad right=of=way. Discussion of landscaping in parking
area 0 Hearing closedo Mr. Cook was concerned about point in EoI.R. regarding
city.s liability and responsibility. Discussion of inspection for artifacts.
Mr. Ripperdan moved to approve the application subject to staff conditions and

with a delicatessen in the Leisure WOrld Shopping CenterQ Hearing open. Mso Goetz
advised she has had 4 previous operations of a similar nature. No provisions
~or an open baro Mro Cook asked about required li~ltory facilities. Hearing closed.
Mrso Lann1ng advised that ministers had contacted her opposing the locationo Mr.
Knapp moved to approve the applicationo Seconded by Mr. Schmitt and the vote was:

Applicants present and hearing reopened. Mro Morrow rewfewed the proposal and
pointed out it is impossible to provide required parking on the lot. Mro
Schmitt asked about laundry facilities which appear to encroach into parking areao
Discussion on length of tandem spaces provided. Hearing closed. Mrso Lanndng
moved to approve the proposal subject to staff recommended conditions modified
by relocation of washer and drier. Seconded by Mro Cook and passed unanimouslyo

Secretary Neprud reviewed the proposed plan for the'rightQof-way and certain
alternatives to be resolveclo Hearing openo Mrso Lindstrom, Mrs. Clark and
Roger West opposed tennis courtso Steve Spence spok~ on the continuity of the
development and opposed a library, senior citizens facility and additional parkfngo
Mro Spence asked what studies had been performed regarding need and costso He
felt tentative plans could be included, but further study be made prior to actual
development of these faci11tfeso
Discussion of configuration of intersection at Main Streeto and amount and location
of parkingo One issue effects the othero Mro Schm1ttp Mr. Ripperdan and Mrso
Lanning favored a standard intersection (Concept 8)0' In regard to parking, Mr.
Knapp preferred fewer spaces. while Mro Schmftto Mr. Rtpperdan and Mrs. Lanning
felt additional parking needeclo Discussion of Concept B and conflict with
bicycle laneso Pros and cons of furnishing additional parking for use by
commercial businesses were debatedo Mro Schmitt pointed out the need for some
parking for use of patrons of the park from outlyhlg au-als of the c1tyo
On the question of tennis courtso Hrso lanning, Mr. Knappo Mro R1pperdan and
Mro Schmitt expressed opposft1ono Next area to be discussed was the location of
bicycle lanes, emphasis on advantages and disadvantages in relation to traffic
and parkingo Mr. Cook preferred to have the bike lane in the park itself 0
Mr. R1ppeV'dano Mro Schmitt and Mro Knapp expressed ~ preference for Plan 20
Mr. & Mrso Spence spoke to the 1ssueo General discussion followed.
Secretary explained that small triangle at 5th Sto, Marina Dro and Electric Ave.
is owned by the So. Ca11fo Edison Coo, but there is a possibility of leasing or acquiring
it and landscapingo Consensus encouraged the City to do thiso Mro Cook requested
that the design of the intersection be reevaluated if the property could be
acquired 0 Mro Compton of Edison advised that it would be doubtful the property
could be quitclaimed.

In discussion of a library/senior citizen facility, Mro Cook and Mro Knapp
preferred an alternate site than that showno Mro Schmitt, Mro R1pperdan and
Mrso Lanning favored the library. Various locations of this facility as well
as red car museum were consideredo The reasoning in prOViding the cut through
at 14th St. was explainedo Hearing closedo The Commission actions were as

An appeal was filed by Mro Hirsch on his request for a residential board and
care facility with variance for less than required parkingo City Council referred
the matter back to the Planning Commission based on information furnished regarding
requ1V'ed parking and used parking in other cities for similar facil1tieso Mro
Hirsch spoke and elaboV'ated on his written repoV't V'egard1ng parking needs for
this type of facilityo Staff reported on their survey of parking usage at several
facilitieso Mro Knapp moved to recommend to the City Council the appV'oval of
the Conditional Use Permit with variance for parking based solely on the new
information furnished regarding park1ngo Seconded by Mro Ripperdan.

Mr. Neprud advised that Lois Arnold would not be attending meetings as the
recording secV'etary due to legislation requiring payment of time and one-half

In reply to Mro Cook, he advised tentative schedule for new ordinance.
