MINUTES OF THE PLANNING COMMISSIOU MEETING OF JULY 3, 1974
The Plannlng Commlsslon of the C1ty of Seal Beach met in regular session on
Wednesday, July 3, 1974, 1n the Councll Chamber of the City Admln1strat10n
Building. The meeting was called to order at 7:30 p.mo by Chalrman Knapp
and Vice Chalrman Lanning led the Pledge to the Flag.
Present: Cook, Knapp, Lannlng, Rlpperdan, Schmltt
Absent: None
The minutes of the meeting of June 19, 1974 were approved as correctedo

Staff reported on survey of houses 1n A row of Surfside for slmilar sltuat10ns

found other items of variance in the plans and wl11 readvertise the hearlng
covering all pOlnts of the requested varianceo Recommended that hearlng be

A concurrent hearlng for four varlances covering a lot Spl1t and tandem
parking for three proposed structures was openedo Lot Split to create two
37~ fto lots lnstead of the existing three 25 fto lotso Mro Erickson explalned
the changes that had been made to the plans to improve the appearance by
varying setbacks and different architectural styles. He also described the
proposed landscaplng. No O~)er comments received from the audience and the
hearlng was closed. Mro Schmltt questloned 1f the lot split could be
precedent setting and it was explained that many siml1ar Spllts had been
made in the pasto Mr. Cook commented that people had questioned the Commlssion
actlng as an architectural review board and p01~t0d out th1s was not trueo
Mro Cook moved to approve Vo17074 subJect to condit~~~ ~~t a parcel map be
prepared, submltted to City Engineer and Clty Council, u~d recommend approval
by the City Councilo Seconded by Mrso Lanning and passed unanlmouslyo
Resolut10n No. 841.
Mr. Knapp moved to approve V=18a74 for tandem parking subJect to approval of
lot split parcel map by City Council, execution of Land Use Agreement llmitlng
number of units to 3, holdlng parklng for vehicles, and annual inspection,
and submlssion of landscaping plans to satisfactlon of staffo Seconded by
Mr. Ripperdan and passed unanlmously. Resolution No. 8420
Mr. Cook moved to approve Va19a74 for tandem parklng subJect to approval of
lot split parcel map by City Council, executlon of Land Use Agreement llmiting
number of units to 3, holding parking for veh1cles, and annual inspection,
and submlssion of landscaplng plans to satlsfactlon of staff. Seconded by
Mrso Lanning and passed unanimouslyo Resolution Noo 8430

Mro Knapp moved to approve V-20a74 for tandem parking subJect to landscaping
plans to sat1sfact10n of staff, and land use agreement limiting the number
of units to 40 holdlng parking for vehicles, and annual inspection. Seconded
by Mr. Schmitt and passed unanlmously. Resolutlon Noo 844.
C. Bixby Ranch Coo, Western Federal Savings & loan Assn., V-2l-74
Request was for an extenslon of time for a temporary modular unit used as a
financial institution. Hearing open. Mr. Hay of Western Federal Savlngs
lndlcated agreement to proposed condlt10n of installation,of a sldewalk along
Seal Beach Blvd. fronting the property. Dave Recupero, representing the
Blxby Co., stated the company intended to proceed with development of a
commercial center at which t1me the savings and loan company would have
permanent facillties. No other comments and the hearing was closed. Mrs.
Lannlng moved to approve the tlme extenslon for a perlod of one year subJect
to condition that sldewalk be installed to the satisfactlon of the Clty Englneer.
Seconded by Mr. Ripperdan and passed unanimously. Resolution No. 8450

Proposal is for construction of a duplex with varlance for tandem parkingo
Parking to be 1n a detached metal carporto Hearing openo Harlan Block
represented the ownero Concern was expressed over the proposed carport and
discuss10n followedo Mro Emmert agreed to reVlse the plans to a garage.
Proposed slgn discussed and Mr. Emmert agreed this was not nece~sary. No
other comments and the hearing was closedo Mr. Ripperdan moved to approve
the variance for tandem parking subJect to the condltlons that a wood frame
garage be Substltuted with finish to match the units, exclude the slgno
landscaplng to satisfactlon of staff, eaves to not exceed 24 inches into
front yard setback, land use agreement limit1ng number of units to 20 holdlng
parking open, and annual inspectiono Seconded by Mr. Cook and passed
unanlmouslyo Resolution Noo 8460
E. Charles Dicklnson, V-23-74
Proposal is to add a second unit and tandem parklng to an existlng single
famlly residenceo Hearing openo Mro Dick1nson present to answer quest1ons.
Mr. Rlpperdan requested that better plans be prepared, especially for
additions to existlng structures.. After add1tional dlscusslon, the hear1ng
was closedo Mr. Knapp moved to approve the variance subJect to execution
of a land use agreement limiting the number of unlts to 2, holdlng parking
open for vehicles, and annual inspection. Seconded by Mr. Schmitt and
passed unanimouslyo Resolutlon No. 847.

Mro Neprud reported on the meeting wlth interested citizens regarding revisions
to the zon1ng ordinanceo The proposal will be presented to the Commission
at the July 17th meetingo
He also advised that the public dlsclosure law had been upheld by the Supreme
Court and that the Commiss1on members would be requlred to flleo
