MINUTES OF THE PLANNING COMMISSION MEETING OF AUGUST 21,1974

The Plannlng CommlSSlon of the Clty of Seal Beach met In regular seSSlon on
Wednesday, August 21,1974, In the Councl1 Chamber of the Clty Admlnlstratlon
BU11dlng. The meetlng was called to order by Chalrman Lannlng and Vlce
Chalrman Rlpperdan led the Pledge of Alleglance.
Present Cook, Lannlng, Rlpperdan, Schmltt
Absent. Knapp
Mr. Knapp.s absence was excused.
The mlnutes of the meetlng of August 7, 1974 were approved as presented.
1. PubllC Hearlngs
A. N.S.B. Corporatlon (W. & T. Thurston), UV-4-74
Appllcant requestlng a Use Varlance to permlt to permlt electronlc and optlcal
assembly wlth occaslonal use of 11ght machlne tools ln a portlon of an eXlstlng
manufacturlng bUl1dlng In the C-2 zone. Another portlon of the bUl1dlng proposed
to be used for storage of rattan furnlture. Locatlon lS 500 Marlna Orlve.
Ample parklng lS provlded on s1te. PubllC hearlng open. Thomas H. Thurston
present as representatlve. He advlsed there would be no trucks or forkllfts.
Shlpplng and recelvlng to be handled through Unlted Parcel. Use would be qUlet
wlth maXlmum of 4 or 5 employees. Photographs were presented as a vlsual ald.
He explalned In greater detal1 type of work to be done. Chuck Burrows of
Rattanland advlsed thelr would be no manufacturlng along wlth storage of rattan
components. Presently leaslng 13 garages In the Clty for storage. Mr. Burrows
exhlblted a sample component. Loadlng and unloadlng would be lnslde the bUl1dlng.

Installatlon of wall up to property owner. No other comments or wrltten
communlcatlons. Hearlng closed. Mr. Rlpperdan moved to approve subJect to
lnstallatlon of 6 ft. block wall, no assembly of furnlture In warehouse, no
storage of hlghly flammlble materlal In warehouse. Seconded by Mrs. Lannlng.
Mr. SChmltt pOlnted out thlS was an unlque s1tuatlon and Judged on ltS dlstlnct
merlts. Mr Thurston asked the vote be delayed untl1 he could contact owner
regardlng constructlon of wall. Vote contlnued to September 4.
2. Oral Communlcatlons
There were no oral communlcatlons.
3. Wrltten CommUnlCatlons
One letter recelved from Wl11ard Hanzllk thanklng the Commlsslon for grantlng
hlS varlances and commented on the Stukaloff case that the owner should be
responslble for hlS errors.

4It Pre1lmlnary draft of revlsed zonlng ordlnance presented.
5. Report from Secretary
Mr. Neprud revlewed some of the changed proposed In the revlsed ordlnance
WhlCh lnc1uded strlcter development standards, helght llmlt modlflcatlons,
lncreased setbacks. He suggested alternate method of hand1lng a1teratlons
to nonconformlng bUl1dlngs. D1Scusslon followed. Mr. Rlpperdan suggested
a sWlmmlng pool be setback 4 ft. from the rear llne and that all garages In
R-1 be setback 18 ft. whether front or slde entry type. Another suggestlon
was for unlform setback to garage and/or llvlng quarters. Interlor dlmenslons
of garages should be c1arlfled. Other ltems were nOlse and appearance control
for sWlmmlng pool and alr condltlonlng equlpment. D1Scusslon of admlnlstratlve

Mr. Antos reported on the Alrport land Use ConElsslon meetlng regardlng the
B1Xby property. The A.l.U.C. changed thelr land use plan to prohlblt
resldentla1 uses.
Mr. Neprud remlnded the members of forms to be fl1ed under the pub11C
dlsc10sure law.
