The rlann1ng COMm1SS10n of the C1ty of Seal Beach met 1n J01nt Study SeSS10n on Wednesday, October 30, lQ74, 1n the Counc1l Chamber of the Adm1n1strat10n BU1ld1n~ The meet1nF was called to order by Cba1rman Lann1ng of the Plann1ng Comm1ss10n, Cha1rman Smedley, of the Env1ronmental Qua11ty Control Board, and Cha1rman Hard1n~ of the RecreatJon and Parks Comm1SS10n V1ce Cha1rman F1pperdan led the Pledge to the Flag Present Smedley, B1scoe, K1ng, KnUt1, Lannlng, R1pperdan, Cook, Knapp, Schm1tt, Hard1ng, Case, Parmelee, Payne, Torem Absent Harr1ngton Y,r Neprud opened th1s seSS10n by exola1n1ng 10cat10n, lot S1ze and the maJn concept beh1nd development of the Los Angeles Department of Water and Power Property Y,r Neprud 1ntroduced Mr Dawson and Mr Walker, from Seal Beach Jlssoc1ates Mr Walker expla1ned the bUJld1ng plan, and p01nted out the follow1ng 1ssues for d1scuss10n 1) There would be a 3 acre park 1n th1s development The ma1n quest10n 1q, should the park be secluded or open to the V1ew of the pub11c As the plan 1S now drawn, the park 1S not read1ly v1s1ble to the pub11c The general concensus was that the park should be w1der near the FLrst St park1ng lot, so 1t w1ll be eas1ly seen by the pub11c. The park w1ll be deeded to the C1ty . 2) As the plan 1S now drawn, 1t was felt allevs are not aesthet1cally pleas1ng, so they were done away w1th by uS1ng cul-de-sacs and curb cuts on F1rst St. F1rst St WJll be w1dened to 82 ft. The curb cuts wLll reduce the ava1lable on street park1ng by 40% Tbe Comm1ss10ners felt curb cuts should not be allowed, and the streets srould be w1dened to standard S1ze 1ns1de the development to allow for park1ng. Mr K1ng asked about the tunnels on the property Mr Dawqon expla1ned extens1ve geolog1cal work must be done. ~r Dawson further expla1ned how the property near the r1ver 1S lower than the lots horder1ng F1rst St Each lot 1n th1s development 1S a d1fferent S1ze to create a un1que atmosphere The lots near the water are larger and the plan allows for one story houses to be bU1lt In order for the houses border1ng Flrst St to be of proport10nal S1ze and have a n1ce V1ew they w1ll be pe~1tted to be two stor1es Mr. Cook felt the two story houses border1ne F1rst St. would 1nfr1n~e on tbe V1ew of the res1dents acroqs the street Mr Dawson expla1ned th1s development would not exclude the1r ne1ghbor's V1ew comnletely. Mr SchID1tt 1S 1n Oppos1t1on to the res1dential development, he feels 1t should be commerc1al 1n nature Mr Case asked how the bond1ng could be accomp11shed Y,r Dawson expla1ned the Redevelopment Agencv would float bonds and Seal Beach Ass. w1ll purchase them Mr Neprud announced the not1ces sent out for th1s JOLnt Study Sess10n were 1n accordance w1th the law. .
