MINUTES OF THE PLANNIN~ CO~ISSION }mETING OF NOVE~EP 6, lq74
The Plann~np Comm~sg~on of the C~ty of Seal Beach met ~n regular sess~on on
Wednesday, November 6, 1974, ~n the Counc]l Chamber of the CLty Adm~n~strat~on
Bu~ld~ng The meet~ne was called to order by Cha~rman Lann~ng and ~r. Knapp
led the Pledge to the Flag

The ~~nutes of October 16 w~ll be pre~ented for approval at the November 20
meet~ng The M~nutes of October 30 were approved as presented.
1 Publ~c Hear~ng
A. Cons~derat~on of a "Comorehens~ve Zon~n~ Ord~nance (cont'd)
Mr. Neprud expla~ned the changes made by the staff on the romprehen~~ve Zon~n~
Ord~nance Mr. Cook was ]n oppos~t~on to an Lncrease ~n fees for appl~cat]ons
that come before the PJann~ng Comm~g~~on The Secretary expla~ned that the
~ssue ~ad been d~scussed w~th the C~ty Attorney and he felt the fees should be
ra~sed Mrs Lann~ng was ~n agreeroent w~th the concept of ~ncreas~ng fees.
Mr Knaop asked, ~r a structure was abandoned, was there a gpec~f~c t~me before
demol~t~on It was expla~ned that the structure must f~rst be declared a
publ~c nu~sance There ~s no set t~me for removal of the structure. Publ~c
Hear~ng opened. Mrs Jean Dorr, of 231-6th St felt that SLnce the changes to
the Zon~ng Ord~nance were not posted, the c~t~zens could not be knowled~eable
of ~ts content Mr. Neprud exola~ned that most changes were m~nor alterat~ons
]ntended for clar~f~cat~on Mr. Schro~tt moved to ~ncrease the fees for pro-
cess~ng change of zone appl~cat~ons, amendment~ and planned un~t developments
from $150 to $250. Mrg Lann~ng seconded the mot~on Mot~on nassed Mr.
Potter froro 1007 Seal Way felt all lots should be restr~cted to two stor~es,
notJust the smaller lots Mr Greely from Seal Way felt no structure ~n
Seal Beach should be over two stor~eg ~r. Schm~tt expla~ned ~t would not
be feas~ble to cut bu~ld~ng reau~rements, as of now Publ~c Hear~ng closed
Mr Cook moved for adoption of the Comprehens~ve Zon~ng 0rd~nance ~~th -
the above mot~on ~ncluded and the staff correct~ons Mr Schm~tt seconded the
mot~on and ~t passed unan~mously by the members pregent Resolut~on 876
2. 0ral Commun~cat~ons
~rs Kredell from 1615 Seal Way presented a net~t~on ~n reference of J623 Seal
Way. The surround~ng o~vners of th~s property never rece~ved not~f~cat~on of
reauest for a var~ance The ne~~hbor~ng owner~ learned of the var~ance request
through the roastl~ne Comm]ss~on The Coastl~ne Comm~~s~on held the matter over
for 60 days to allow suff~c~ent t~me to resolve the matter at the C~tv level
~rs Kredel1would l~ke the Publ~c Hear~ng to be rescheduled Mrs LaRose
of 1616 ncean stated that 25 homeowners had not rece~ved not~ces, wh~ch attested
to the val~d~tv of the~r compla~nt. Mr Neprud asked what the spec~f~c compla~nts
were The horoeowners Just requested the Publ~c Hear~ng be rescheduled. The
Secretary had d~scussed the matter w~th the C~ty Attorney and had been adv~sed
that s~nce the not~ces had been sent out as requ~red, the C~ty had completed
~t's obligation and no further act~on would be necesgary.

Mr. Kredell of 1615 Seal Way felt the cit1zens should not suffer because they
never rece1ved the not1ces. Mr Kredell felt some sort of recourse should be taken,
so other homeowners would not be put 1n s1m1lar s1tuat10ns Mr Cook felt the
staff had taken appropr1ate roeasures to make sure the ne1ghbor1n~ homewoners had
rece1ved the not1ces, but there should be some form of redress for the homeowners
~r Cook moved that the staff be d1rected to aga1n reV1ew th1s matter w1th the
C1ty Attorney to ascerta1n 1f any alternatives would be ava1lable to the C1tV. A
report would be made at the Comm1ss10ns next meet1ng.
3. Wr1tten Commun1cat10ns
Wr1tten commun1cat10ns rece1ved were 1n conJunct10n with spec1f1c agenda 1tems
4 New Bus1ness
A ReV1ew and d1scuss10n of proposed zon1ng prov1s10ns for Surfs1de
The staff w1ll be meet1ng w1th the Board of D1rectors of Surfs1de to d1scuss
changes and 1deas for zon1ng prOV1S10ns for Surfs1de. The Secretary suggested
d1scuss10n on the follow1ng p01nts, des1rable pe1ghts for small lots poss1bly
28ft, garages should accommodate automob1les 1n place of uncovered park1ng, and ch1m-
ney encrouchments 1nto sideyards Surfs1de would l1ke to rezone certa1n commer-
c1ally zoned lots to a pr1vate recreat10nal zone. The staff recommended that certa1n
lots be rezoned from R-3 to R-l It was the con census of the Comm1SS10n that the
he1ght level should be lowered and the spec1f1c lots should be rezoned as suggested

Report on Hous1ng Element of the General Plan, and forroat10n of
goals for sa1d Element.
Mr. Neprud expla1ned the goals for the Hous1ng Element. Mr Cook suggested that the
follow1ng sentence be 1ncluded 1n the goals, ass1stance shall be prov1ded for
those 1n need of secur1ng or ma1nta1n1ng adequate hous1n~ Mr Knapp moved for
approval of the Hous1ng Element w1th_ above statement 1ncluded 1n the goals. Mrs.
Lann1ng seconded the root10n and 1t passed unan1mously by the members present.
5 Report from Secretary
Mr Neprud expla1ned the Pre11m1narv Plan for the Los Angeles Department of Water
and Power w1ll be presented to the staff and aga1n brought 1n front of the Com-
m1SS10n for approval. D1scuss10n followed.
The meet1ng was adJourned by Cha1rman Lann1ng at 9 50 p.m.
