The meet1ng was called to order by Cha1rman Lann1ng and V1ce-Cha1rman R1pperdan led the Pledge to the Flag. , Present: Cook, Schm1tt, Lann1ng, R1pperdan Excused Absence: Knapp The m1nutes of October 16, and November 20, 1974, were approved as presentedo 1. New Bus1ness . A. Study Sess10n, Hous1ng Element to General Plan Mr. Neprud expla1ned the need for the Hous1ng Element to the General Plan and expla1ned the Element's effect on the C1ty both soc1ally and phys1cally. Mr. Neprud further expla1ned the upcom1ng elements the C1ty w111 be work1ng on. The Hous1ng Element was based on data from the 1970 census. The Secretary rev1ewed the E1enent for a baS1C understand1ng to el1m1nate any m1sunderstand1ng of charts and opened the seSS10n for d1Scuss10no r1r. SChm1tt pOHlted out that 1t should be made clear to the c1tlZens that the Element 1S based on outdated 1970 Census stat1st1cs and do not reflect the current status. He also felt that the umque needs and 1ncome of the res1dents of Le1sure World do not properly reflect actual cond1t10nso Mr. Cook called attent10n to the word1ng of spec1f1c parts of the Element. lie felt that the goals were most constructwe, but he would 11ke to see the C1ty attempt to meet these goals. Mr. Cook would 11ke to have the Element more expl1c1t on preserv1ng the env1ronmento He was not 1n favor of rent SUbS1dy, 1nstead he would prefer low 1ncome hous1ng or un1ts bU11t 1f a need eX1sts. Mr. Schm1tt was opposed to low 1nCOffle hous1ng because he does not see a need for 1t 1n our C1ty. Mr. R1pperdan would 11ke to see the EleMent used to 1mprove eX1st1ng property. It was the consensus of the Comm1SS10n to advert1se the Element for pub11C hear1ng on December 4, 1974. 4. Report from Secretary Mr. Neprud and t1ro Antos met w1th the Board of D1rectors from Surfslde and dlscussed the followmg 1ssues: helght of bUl1dlngs on small lots, posslble greater turmng radlus, and covered parklng vs. open parklng.
