The Plann~ng Comm~ss~on of the C~ty of Seal Beach met ~n regular sess~on on Wednesday, March 5, 1975, ~n the Counc~l Chambers of the C~ty Adm~n~strat~on Bu~ld~ng The meet~ng was called to order by Cha~rman Lann~ng at 7 30 p m and the Pledge to the Flag was led by V~ce-Cha~rman R~pperdan. Me~t1ng adJourned to C1ty Manager's Conference Room 1n the C1ty Adm1n1strat~on BU1ld~ng. Present Cook, Schm~tt, R~pperdan, Knapp, Lann~ng Absent None The m~nutes of February 19, were approved as presented 1 Publ~c Hear~ngs A. M~ron F. Conrad (Wm. S~verson), V-2-75 Re~uest to perm~t construct~on of s~ngle fam~ly res~dence ~n the R-l zone of Surfs~de ~th var~ance for less than re~u~red s~de yard setback on one s~de. Publ~c hear~ng opened Mr S~verson expla~ned he was present to represent the Conrads Mr R~pperdan asked about the encroachment and poss~ble rotat~on of bu~ld~ng Mr Antos expla~ned the appl~cant ~s propos~ng to bu~ld a rectangular house w~th an encroachment ~nto the s~de yard setback on the easement s~de of the property. D~scuss~on followed on future zon~ng Mr Knapp moved for approval of V-2-75, the mo~on was seconded by Mr Schm~tt and passed unan~- mously by the members present Res. No 893 .. B. Change of zone on two parcels of land ~n compl~ance w~th Land Use Element to the General Plan On February 19, the Plann~ng Comm~ss~on held a publ~c hear~ng to cons~der chang~ng the zone on var~ous parcels of land ~n compl~ance w~th the Land Use Element to the General Plan Th~s hear~ng ~s related to two parcels of land, Lots 20 and 21, Block 104, and Lot 2, Tract 8534 Publ~c hear~ng opened. Mrs Peloch~no, from 117 Ocean Ave expla~ned that her ex~st~ng property ~s zoned C-2, and even though the use of the propery ~s not for a motel, the appearance of the bu~ld~ng ~s that of a motel D~scuss~on followed on locat~on and re~u~rements of other motels ~n the c~ty It was the w~ll of the Comm~ss~on to vote on the parcels separately Mr Knapp feit~ usIDOCthe land ~n ~uest~on, Lots 20 and 21, Block 104 Just- ~f~es commerc~al zon~ng Mr Schm~tt felt ~t ~dent~f~es w~th commerc~al zon~ng, but favors C-O Mr Cook moved to zone Lots 20 and 21, Block 104 from C-2 to C-I The mot~on was seconded by Mr R~pperdan and passed unan~mously by the members present. Oral Commun~cat~ons . . . e e Mr Schm~tt has rece~ved compla~nts from h~s ne~ghbors about a band rad~o ~n the ne~ghborhood and he wondered what could be done Mr Antos asked for the address, and Mr Re~d quest~oned the s~ze of the antenna. Mr Antos oDfiered to check the pol~ce department for the rules. Mrs. Dorr asked ~f the place that used to house Berste~n's had an overs~zed antenna A c~t~zen quest~oned whether perm~ts were requ~red for greenhouses Mr Antos expla~ned a spec~f~c matter concern~ng greenhouses was recently sent to the c~ty counc~l A quest~oned was asked ~ther k~lns need a perm~t they need both bu~ld~ng and plumb~ng perm~ts Mr. Re~d repl~ed that An encroachment was po~nted out on the north-west corner near the alley of 5th or 6th ~treet Mr Cook asked ~f any ~mprovement had been planned for the p~er Mr Antos ~nformed the Comm~ss~on that that would be ~ncluded ~n the spec~f~c plan for the ~mprovement of Ma~n Street. The fenc~ng at the end of the p~er was d~scussed Mr Antos expla~ned thatd~ to vandal~sm the fenc~ng was necessary for protect~on of property D~scuss~on followed. 3 Wr~tten Commun~cat~on A letter was rece~ved 1nform1ng the Comm1sS1on that Lt Commander B111 Brown w111 be abaorb1ng the pos1t1on of Resources Management Spec1a11st at the Naval A1r Stat10n 4 Unf~n1shed Bus1ness A Determ~nat1on of Zone - Auct10n House At the Plann1ng Comm1ss1on meet~ng of February 19, the Comm1ss1on cons1dered a request for a determ~nat~on of zone for an auct10n house The Plann1ng Comm~ss~on held the matter over to g~ve staff an opportun1ty to reV1ew the effect on non-prof1t organ1zat1ons ~f 1t were determ~ned that the use "auct~on house" not be perm1tted Mr Knapp moved that auct10n houses not be perm1tted, mot~on seconded by Mr. R1pperdan and unan1mously passed by the members pre- sent Res. No 896 6~_ ReportTfrom Secretary Mr Antos ~nformeaL the Comm~ss1on the staff waSC1n the process of updat~ng the general plan and asked the Comm1ss~oners to make sure they had the f1ve d1fferent enr~ments and they would rece~ve the spec~f1c plan The Act1ng Secretary gave the Comm1SS1on an update on the progress of the P E R1ght-of-Way. D1scussed the annexat10n d1scused 1n the last Newsletter The staff met w~th the Surfs1de Colony Board of D1rectors for the second t1me on February 20 Mr. Antos clar1f1ed the changes 1n the old zon1ng prov1s1ons.
