MINUTES OF THE PLANNING COMMISSION MEETING OF MARCH 19, 1975
The Plannlng Commlsslon of the Clty of Seal Beach met In regular seSSlon on
Wednesday, March 19, 1975, lnHthe Councll Chambers of the Clty Admlnlstratlon
BUlldlng. The meetlng was called to order by Chalrman Lannlng at 7 30 P m
and the Pledge to the Flag was led by Vlce Chalrman Rlpperdan

The mlnutes of March 5, 1975 were approved as presented
Secretary revlewed the method for recelvlng publlC testlmony at meetlngs
1 PubllC Hearlngs
A. Henryk Varno (Cho Kang L1U), CP-2-75
Request for condltlonal use permlt for on-sale beer and Wlne In conJunctlon wlth
an eXlstlng Chlnese restaurant at 306 Maln St PubllC hearlng opened. Cho
Kang L1U, 306 Maln St., stated that he had leased parklng for the restaurant
from Ben Rapp. H1S experlence In the restaurant buslness lndlcated that patrons
expect to be able to order beer or Wlne wlth meals No one spoke In Opposltlon
to the request. PubllC Hearlng closed Mr Rlpperdan moved, seconded by
Schmltt, to approve CP-2-75 wlth staff condltlons, lncludlng the legal descrlptlon
of the parklng lot and notatlon of date of the lease Approved unanlmously.

Secretary reported on a Plannlng Offlcer's Instltute sponsered by the League of
Callfornla Cltles on July 30-August 1 and a U C I extenslon course on Urban
Plannlng Practlce and Theory.

There were no wrltten communlcatlons.
4 New Buslness
A Referral from Clty Councll of Plannlng Commlsslon Recommendatlons
on Roof Mounted Greenhouses
Secretary reoorted that Clty Councll referred the Plannlng Commlsslon recommendatlons
on roof mounted greenhouses back for (1) clarlflcatlon of a deflnltlon of
greenhouses, (2) conslderatlon of greenhouses on roof decks, and (3) whether any
determlnatlon should only apply to R-l zoned property After dlScusslon, the
Plannlng Commlsslon dlrected staff to prepare deflnltlons for Plannlng Commlsslon
conslderatlon on Aprll 2.

5 Report from Secretary
A P1annlng CommlSSlon and staff dlscussed the proposed Surfslde provlslons and
tentatlve1y scheduled a pub11C hearlng on the provlslons for Aprl1 16th
B Secretary reported that consultants have been lntervlewed In order to select
a flrm to prepare the technlca1 data for a nOlse element and to estab11sh
an assessment dlstrlct In College Park East for a sound barrler
C Secretary announced that the P.E. rlght-of-way Park dedlcatlon would be
held Aprl1 5 at 10 00 a m
D Secretary announced proposed Annexatlon 75-1
