MINUTES OF THE PLANNING COMMISSION MEETING OF APRIL 16, 1975
The Plann1ng Comm1ss1on of the C1ty of Seal Beach met 1n regular seSS10n on
Wednesday, Apr11 16, 1975, 1n the Counc11 Chambers of the C1ty Adm1n1strat1on
BU11d1ng The meet1ng was called to order by Cha1rman Lann1ng at 7 30 p.m.
and the Pledge to the Flag was led by V1ce Cha1rman R1pperdan.

Pub11c hear1ng closed Mr SChm1tt felt th1s to be a hardsh1p and moved
for approval of V-4-75 Mrs Lann1ng seconded the mot1on and 1t was approved

space of less than requ1red length and park1ng space of less than requ1red

Mr SChm1tt asked the heat 1nS1de the k11n and quest10ned whether ~Dmmerc1al~~1
was the proper zon1ng Mr. SChm1tt felt Mr DeAv11a's bus1ness app11ed more
to manufactur1ng zone Comm1ss1on d1scussed the use of one var1ance for ~~is, and
1f there was another place to f1re. Mr SChm1tt was 1n agreementtw1thathe
follow1ng requ1rements for the var1ance 1,2,3,4,5, but felt the bus1ness
was more manufactur1ng than commerc1al zon1ng. Pub11c hear1ng closed
Mr Schm1tt felt the 1ssue should be held over unt11 the park1ng and zen1ng
s1tuat1on are settled Mr Knapp felt because of the locat1on and hours
of bus1ness there was adequate park1ng space Mr. R1pperdan moved to approve
the requested var1ances of V-5-75 Mrs Lann1ng seconded the mot1on

Mr. Johnson def~ned the plans for the store ~n more deta~l. Mr. Cook
quest~oned why the Comm~ss~on was not to deal w~th the curb cuts The
Secretary ~nformed the Comm~ss~on that a var~ance was not necessary for
curb cuts ~n commerc~al zone Mr R~pperdan felt the curb cut was to close
to the corner of Ma~n and Ocean. Mr Schm~tt was concerned w~th the place
tre alcohol~c beverages w~ll be consumed s~nce the market w~ll bniy have take
out sales. Mrs Lann~ng was concerned w~th aesthet~c blend~ng Mr. Johnson
felt h~s bu~ld~ng would blend ~n w~th the surround~ng bu~ld~ngs Mr Peters
211 Ocean, felt var~ance should not be granted on the follow~ng grounds
1) park~ng on Ma~n Street ~s ~nsuff~c~ent and could not accommodate the over-
flow from the store 2) the~l~ver~ trucks would further ag~ravate the off
s~ght park~ng, and no log~cal area for d~sposal of waste 3) curb cuts that are to
close to an ~ntersect~on would be very dangerous A res~dent from 1615 Seal Way
presented the comm~ss~on w~th two seperate pet~t~ons. He felt the curb cuts
would not only present a traff~c hazard, but there are no curb cuts on the
100 block of Ma~n St He was opposed to th~s type of bus~ness Dave Potter,
1007 Seal Way, felt the park~ng was not compat~ble ~n the front and he was con-
cerned w~th the d~sposal of the trash wh~ch would be generated by such a store
Mr Nelson, 1001 Seal Way presented the Comm~ss~on w~th pet~t~ons To the
above problems he felt lo~ter~ng would also be one In response to the aud~ence
Mr Johnson po~nted out the benef~ts of the market, ~ e , h~gher percentage of
landscap~ng Mr Wood of 116 Ma~n St, was also ~n oppos~t~on to thas market.
Mr Parker, 119 8th St felt th~s was attract~on for adolescents Publ~c hear~ng
closed D~ss~on followed.}',Mr Cook moved for den~al of the var~ance. Mr.
Knapp seconded h~s mot~on

The Board of D1rectors from Bur~s~de'have offered a group tour of SurfS1de to
the Comm1SS1on Mr Cook had no obJect1on to the tour Mr. R1pperdan saw no need
for the tour.

There was a mutual 1nterest 1n the Comm1ss1oners to buy a tree for the P. E
R1ght of Way, and plaque
