The meetlng was called to order by Chalrman Lannlng at 7'30 p.m. and the Pledge to the Flag was led by Mr. Ripperdan. Present Absent Lannlng, Rlpperdan, Knapp, Schmitt, Cook None The mlnutes of June 4, 1975, were approved as submltted. 1. Conslderatlon of a Prellmlnary Plan and Amended ProJect Area (Seal Beach Redevelopment Agency) Secretary presented a staff report WhlCh covered the hlstory of the Redevelopment Agency and a dlScusslon of the four parcels of land WhlCh were referred to the Commlsslon for conslderatlon. The parcels are' tral1er park s1te, Marlna Palace s1te, Edlson trlangle, and vacant R-l land behlnd the Hl1l. A map deplctlng the parcels was made aval1able for the public's lnspectlon. Secretary stated the Clty Manager was In attendance to answer technlcal questlons regardlng the Redevelopment Agency and ltS flnanclng procedures. General dlScusslon between the Plannlng Commlsslon, the Clty Manager and Secretary regardlng varlOUS past agency projects, proposed future projects, fundlng optlons and lnterre1atlonshlp between the proposed s1tes and the eXlstlng agency plan. Chalrman Lannlng lnvlted comments from the 45 persons In the audlence. Zeza Van Balkenburg, 100 block of 8th St., stated that she was a Seal Beach resldent for 18 years and was of the oplnlon that efforts should be made to help the permanent resldents of the trailer park to remaln. Ken Dunkard, resldent of the trailer park for 6 - 7 years, spoke in favor of the redevelopment program to expand the agency. John Bass, resldent of the tra1ler park for 6 years, spoke 1n favor of the redevelopment agency. Bob Voter, traller park res1dent, spoke 1n favor of the plan. A woman resldent of the tra1ler park spoke In favor of the plan. Mr. Tempest, res1dent of the tral1er park for 20 years, spoke In favor of the plan. Cl1fford Comprlel, traller park res1dent of l~ years, spoke In favor of the plan. No one spoke 1n Opposltlon to the proposed expanSlon of the agency plan. The Comm1ss10ners d1scussed the proposed expans10n and the opt10ns ava11able to them. . . . e e CommlSSloner Knapp noted that many more hearlngs and study would be undertaken prlor to any flnal actlon to expand the agency plannlng area and therefore moved to adopt the prellmlnary plan and an amended project area and forward these recommendatlons to the Redevelopment Agency. Seconded by Schmltt. Prior to the vote Mr. Cook spoke In Opposltlon to the agency expanSlon and was of the oplnlon that other actlons could be taken by the Clty to reallze all of the goals WhlCh are proposed to be reallzed by the Agency expanSlon.
