The meetlng was called to order by Vlce Chalrman R1Pperdan at 7.30 p.m and the pledge to the Flag was led by Commlssioner Knapp. Present. Knapp, Rlpperdan, Schmltt Absent. Cook, Lannlng (excused) The mlnutes of September 3, 1975, were approved as presented. 1. Pub11C Hearlngs A. Frank Padl11a (Kustom Kraft), V-22-75 Request for a varlance to permit a 1000 sq. ft. addltlon to a nonconformlng trlplex In the R-3 zone, nonconformlng due to excess bUlldlng height, less than requlred parklng, excess denslty, substandard unlt Slze, less than mlnlmum rear yard setback, nonconformlng entrance and encroachments lnto slde yard at 1604 Ocean Avenue. PubllC hearlng opened. Gary Wetzel of Kustom Kraft presented a vlsual ald WhlCh showed varlOUS nonconformlnq bUlldlngs In a 3 block area around the subJect property and stated that the buildlng would exceed the maXlmum bUl1dlng helght by 2~ lnches. No one spoke In favor of the proposal. Ed Conolin, Paul Mauerhan and Jean Dorr all spoke in Opposltlon to the proposal. Public hearing closed. The Commlsslon discussed the proposal and suggested varTous changes to the plan to ellmlnate some of the varlances. At the request of the appllcant the matter was held over untll October 15, 1975, qnd staff was directed to readvertlse the matter. B. Proposed Specific Plan for Maln Street Secretary gave q comprehenSlve staff report on the background of the plan, plqn alternatlves and varlOUS funding sources. PubllC hearlng opened. Jean Dorr and Ms. Smith spoke in favor of the plan. John Sczerban asked how much flnanclal commltment the business community was wllling to put forth In support of the plan. Glorla Stelnburg asked lf propertles on 8th or 10th Street would be condemned. Ed Mlschell spoke In favor of uSlng capltal lmprovement funds to implement the plan and he asked what use gas tax funds, sales tax and parklng meter revenues were put. Ellen Sandau presented a petltion of 50 business owners on Maln Street opposlng the incluslon of Maln Street In the Redevelopment Agency. Kay Carroll and Don Hadley spok,~ in opposition to the plan. Rlchard Harbour asked questlons about the Redevelop- ment Agency's power to take land for redevelopment. Public hearing closed. Mr. Knap asked questions about various revenue sources such as parklng meters. Mr. Schmltt spoke ln favor of the Redevelopment Agency for the implementation of the plan. Mr. Rlpperdan moved to adopt the plan as presented. Seconded by Schmltt. Mr. Knapp spoke ln Opposltlon to the motlon. Mr. Schmltt withdrew hlS second to the motion. Motion dles due to lack of a second. Mr. Schmltt moved to contlnue the public hearlng untll October 1st. Seconded by Rlpperdan and unanimously approved by the members present. The Commlssion requested that the Clty Attorney attend the meetlng of October 1st. The Commlssioners also ~ e e 4 . requested that the merchants, through thelr assoclation, make thelr feellngs known at the next meetlng regarding both the plan and varlOUS lmplementatlon methods. 2. Oral Communlcatlons Kay Carroll stated that the buslnessmen wanted changes but wanted to make the changes to Main Street themselves. Ed Mlschell asked questlons about the Clty'S compllance with the Coastllne Commlsslon regulatlons and falr employment practlces. Ms. Smlth stated that the merchants associatlon was lneffectual because most businessmen are not property owners. Ms. Smith stated that new commerclal constructlon would not adversely affect Main Street. Mr. Kredell spoke in opposltion to the Redevelopment Agency's lssuance of bonds. 3. Wrltten Communlcations All wrltten communlcations were In conJunctlon with speclflc agenda ltems. 4. New Buslness There was no new buslness. 5.
