HomeMy WebLinkAboutPC Min 1975-10-15 . . . e e MINUTES OF THE PLANNING COMMISSION MEETING OF OCTOBER 15, 1975 The Plann1ng Comm1ss10n of the C1ty of Seal Beach met 1n regular seSS10n on Wednesday, October 15, 1975, 1n the Counc1l Chambers of the C1ty Adm1n1strat1on BU1ld1ng. The meet1ng was called to order by Cha1rman Lann1ng at 7'30 p.m. and the Pledge to the Flag was led by V1ce Cha1rman R1pperdan. Present Knapp, R1pperdan, Schm1tt, Lann1ng Absent Cook (excused) The m1nutes of October 1,1975 were approved as presented. 1. Publ1C Hear1ngs A. Norman Hancock, V-23-75 Appl1cat10n to perm1t an enclosed pat10 add1t1on to an eX1st1ng slngle fam11y res1dence 1n the R-l zone w1th var1ance for excess lot coverage (301 Harvard Lane). Publ1C hear1nq opened. The appl1cat10n stated that a smaller pat10 area would not prov1de adequate recreat10nal area for the fam11y's need. The Comm1ss10n questioned the appl1cant regard1ng the opt10ns of second floor add1t10ns comb1ned w1th a pat10 Wh1Ch compl1ed w1th the lot coverage. The appl1cant ind1cated that the costs of second story add1t1ons are proh1b1t1ve. Publ1C hearang closed. Schmitt moved to deny V-23-75, seconded by Lann1ng and unan1mously approved by the members present. Resolution No. 951. B. Amendments to the M-l prov1s10ns of the zon1ng ord1nance Secretary presented a staff report outl1n1ng the obJect1ves and opt1ons open to the Plann1ng Comm1ss10n. Publ1C hear1ng opened. No one spoke on the subJect. Publ1C hearlng closed. The Comm1ss10n d1scussed the mer1ts of the var10US alternatlves. After d1Scussion, the Comm1ss1on determ1ned that the def1n1t10n of Industr1al Park should be added to the zon1ng ord1nance, all 1ndustrlal development should be of the 1ndustr1al park concept, research and development should be added to the llSt of perm1tted uses, all the uses presently perm1tted should be retalned and the var10US uses that normally can take place 1ndoors should be requ1red to take place 1ndoors. The Comm1ss10n further determ1ned that a cond1t10nal use perm1t should not be requ1red for 1ndustr1al development because the compat1b111ty of uses can be adequately assured by the Cal1forn1a Env1ronmental Quality Act as well as normal C1ty reV1ew procedures. Schm1tt so moved to recommend to the C1ty Counc1l, seconded by R1pperdan and unan1mously approved by members present. Resolut1on No. 952. 2. Oral Communlcat1ons Jean Dorr asked about the present traff1c cond1t1ons at Seal Beach Blvd. at Lampson Staff responded that the Orange County San1tat1on D1str1ct 1S 1nstall1ng new l1nes along Seal Beach Blvd. and traff1C would be 1nterrupted for a number of weeks. 3. Wr1tten Commun1cat10ns There were no wr1tten commun1cat1ons. . . . e e 4. New Bus1ness A. Rossmoor Bus1ness Center (W1nston-Delta), PR-12-75 Appl1cat10n to perm1t slgn1ng 1n conJunct10n w1th a proposed t1re serV1ce center 1n the Rossmoor Bus1ness Center. Three slgns are proposed, a free stand1ng slgn, a wall mounted slgn on the front of the bU11d1ng and wall mounted slgns on the slde of the bU11d1ng. Total slgn1ng would be approx1mately 175 sq. ft. Knapp moved to approve PR-12-75 subJect to the cond1t10n that the free stand1ng slgn not exceed 20 feet in overall he1ght. Seconded by R1pperdan and approved by the follow1ng vote. Ayes. Knapp, R1pperdan, Lann1nq Noes Schm1tt Absent. Cook Mot10n carr1ed. Resolution No. 953. 5. Report from Secretary Secretary announced that the Plann1ng Comm1ss10n would hold a publ1C hear1ng on November 19, 1975, on an Env1ronmental Impact Report for the expans10n of the Redevelopment Agency ProJect Area. In conJunct10n w1th the publ1c hear1ng, a copy of the Redevelopment Agency Plan w111 be d1str1buted to the Plann1ng Plann1ng Commiss10n.
