MINUTES OF THE PLANNING COMMISSION MEETING OF DECEMBER 3, 1975
The Plann~ng Comm~ss~on of the C~ty of Seal Beach met ~n regular sess~on
on Wednesday, December 3, 1975 ~n the Counc~l Chambers of the C~ty
Adm~n~strat~on Bu~ld~ng. The meet~ng was called to order by Cha~r-
man Lann~ng at 7.30 P.M. and the Pledge to the Flag was led by V~ce
Cha~rman R~pperdan.

Secretary rev~ewed the method for rece~v~ng test~mony at publ~c hear~ngs.

Var~ance to perm~t 1000!sq. ft. add~t~on to a nonconform~ng tr~plex ~n
the R-3 zone at 1604 Ocean Avenue. Publ~c hear~ng opened. Mr. Pad~lla
stated that he would prov~de four par~ng spaces ~n tandem at the rear
of the property and el~m~nate the smaller downsta~rs un~t ~n order to
prov~de the necessary park~ng. Mr. Pad~lla requested that the matter
be cont~nued unt~l the Comm~ss~on's January 7, 1976 meet~ng ~n order to
allow h~ t~me to make further rev~s~ons ~n th~s plan. Publ~c hear~ng
closed. By consensus of the Plann~ng Comm~ss~on th~s matter ~s cont~nued
unt~l January 7,1976 at 7 30.
B. Jerry and Marn~ Rootl~eb, V-25-75 (cont~nued)
Var~ance to permit a bedroom and bathroom add~t~on to a nonconform~ng
duplex ~n the R-3 zone at 1005 Seal Way. Secretary reported that a
letter had been rece~ved from Jerry Rootl~eb request~ng w~thdrawal of
appl~cat~on V-25-75. S~nce the publ~c hear~ng had been cont~nued, the
publ~c hear~ng was opened and then closed by Cha~rman Lann~ng. Knapp
moved to accept ~thdrawal of appl~cat~on, seconded by Schm~tt. Mot~on
unan~mously approved. Act~on taken by m~nute order.
2. Oral Commun~cat~ons
There were no oral commun~cat~ons.
3. Wr~tten Commun~cat~ons
All wr~tten commun~cat~ons that were rece~ved were related to spec~f~c
~tems on the Agenda and were cons~dered wlth those matters.
4. Unf~n~shed Bus~ness

A. D~scuss~on of spec~f~c plan for Ma~n Street referred back
to the Plann~ng Comm~ss~on by the C~ty Counc~l for a
further report.
Secretary presented staff report expla~n~ng C~ty Counc~l act~on on the
proposed spec~f~c plan on November 10, 1975. Cha~rman Lann~ng opened
d~scuss~on to ~nclude comments from members of the aud~ence. Dr. Morr~son,
represent~ng h~s mother who owns property on Ma~n Street, stated that he
felt that the only proposed ~mprovement that was necessary was new street

l~ght~ng. He felt that the other ~mprovements were an unnecessary
expense. R~ch Harbour, 327 and 329 Ma~n Street, felt that better
l~ght~ng was the only needed ~mprovement. Fremont Wood, 116 Ma~n
Street, ~nd~cated that the bus~nesses ~n h~s bu~ld~ng were do~ng well
and that the proposed ~provements were unnecessary.

Camm~ss~oner Schm~tt made some general observat~ons regard~ng the
cond~t~on of Ma~n Street and concluded that ~n h~s op~n~on the s~de-
walks and curbs should be repa~red, under ut~l~zed poles and overhead
nres should be removed, newspaper racks should be regulated, new
benches and planters were des~rable, some landscap~ng should be
prov~ded ~n the City park~ng lot, streets needed sweep~ng and some
~mprovements should be made to the bu~ld~ngs. Schm~tt concluded h~s
remarks by stat~ng that the best way to accompl~sh most of these
obJect~ves was by plac~ng Ma~n Street ~n the Redevelopment Agency.
Camm~ss~oner Knapp stated that there was no clear d~rect~on from the
bus~ness commun~ty as to what ~mprovements they wanted, and he
quest~ons whether any changes were needed at th~s t~me, g~ven the~r
present d~spos~tion. Comm~ss~oner R~pperdan felt that add~t~onal
~nput should have been prov~ded earl~er, and that he would favor
plac~ng Ma~n Street ~n the Redevelopment Agency ~n order that all the
~mprovements could be funded at one time. Comm~ss~oner Cook was of
the op~n~on that the other shopp~ng areas ~n the C~ty were no more
attract~ve than Ma~n Street. Cook moved to refer the spec~f~c plan
back to the'C~ty~Counc~l nth the recommendat~on that curbs and s~de-
walks be repa~red and that new street l~ght~ng be ~nstalled. He pro-
posed that Redevelopment Agency funds be used to pay for the ~mprove-
ments w~thout plac~ng Ma~n Street ~n the Redevelopment Agency.
Secretary Neprud clar~f~ed the Ass~stant C~ty Attorney's op~n~on that
~n order to use Redevelopment Agency funds w~thout plac~ng Ma~n Street
~n the Redevelopment Agency there had to be a d~rect benef~t to the
Redevelopment Agency. Cook's mot~on d~ed for lack of a second.

Mart~n Murphy, 218 Ma~n Street, agreed nth Mr. Cook's comments. Gordon
Shanks, 215 Surf Place, felt that Hous~ng and Commun~ty Development Act
funds could be used to f~nance the ~mprovements on Ma~n Street and that
the Sen~or C~t~zens' Center could be constructed nth Redevelopment
Agency Funds. Jean Dorr, 231 6th Street, commented on Hous~ng and
Commun~ty Development pr~or~t~es. Rod Stansbury, 250 Corsa~r Way,
stated that there was a lack of support for any ~mprovements on Ma~n
Street. Fremont Wood, 116 Ma~n Street commented that a pet~t~on had
been c~rculated on Ma~n Street oppos~ng plac~ng Ma~n Street ~n the Re-
development Agency. Paul Crawley, 216 Main Street, stated that he d~d
not feel the ~mprovements were needed. Helena Sm~th, 12~ Main Street,
sa~d that she had talked to a number of merchants on Main Street who
favored the proposed ~mprovements, and she supports the ~nstallat~on of
the ~provements even ~f ~t means plac~ng Ma~n Street ~n the Redevelopment
Agency. Mrs. Aguar, 11 Mar~na Dr~ve, stated that she l~kes Main Street
the way ~t ~s and ~s opposed to any changes. Lesl~e Stansbury, 250 Corsa~r
Way, wants Ma~n Street to stay the way ~t ~s presently. Jesse Rountree,
1527 Mar~ne Avenue, spoke regard~ng the Redevelopment Agency. He favors
~mprovements to Ma~n Street, but not under the Agency. Mart~n Murphy,
218 Ma~n Street, stated that the Plann~ng Comm~ss~on d~d not have all

the necessary J.nformatJ.on. Mr. HutchJ.nson, 860 CatalJ.na Avenue, J.nquJ.red
as to what would happen wJ.th the Plan after consJ.deratJ.on by the CommJ.ssJ.on.
ChaJ.rman LannJ.ng stated that the Plan would be returned to the CJ.ty CouncJ.l
for fJ.nal actJ.on.
MotJ.on by Sc~tt, seconded by RJ.pperdan that the Plan be referred back to
the CJ.ty CouncJ.l wJ.th the recommendatJ.on that sJ.dewalks and curbs be re-
paJ.red, that the under utJ.lJ.zed poles and overhead WJ.res be removed, that
new benches, trash receptacles and newsracks be J.nstalled and a few planters
be constructed when feasible and that these J.mprovements be funded through
the CapJ.tal Improvement Program of the CJ.ty's budget.

6. Report from Secretary
Secretary stated that Dawson Development Company was J.nterested J.n holdJ.ng
a prelJ.mJ.nary study sessJ.on regardJ.ng the redevelopment of the TraJ.ler
Park sJ.te. CommissJ.on selected December 17, 1975 as an approprJ.ate tJ.me
for the study sessJ.on. The study sessJ.on wJ.ll be part of the regular
PlannJ.ng CommJ.ssJ.on meetJ.ng.
