The meet1ng was called to order by Cha1rman Lann1ng at 7:30 p.m. and the Pledge to the Fl~g was led by V1ce Cha1rman R1pperdan. Present. Cook, Schm1tt, Knapp, R1pperdan, Lann1nq Absent. None The m1nutes of December 3, 1975, were approved as presented. Secretary announced that there were no public hear1ngs scheduled for th1S meet1ng. 1. Oral Commun1cat1ons There were no oral commun1cat1ons. 2. Wr1tten Commun1cations All wr1tten commun1cat1ons were 1n conjunct1on W1'th specific agenda ltems. 3. New Bus1ness A. Mrs. Frank Musso, A-3-75 C1ty Council referral of Appeal A-3-75 on Planning Commlssion denlal of CP-8-75 for removal of a wall and glass enclosure of a balcony at 301 Ocean Avenue. Bradley Stafford, 4118 Vermont, Long Beach, author1zed agent, stated that since the stop work order was 1'ssued no addltional work has taken place on the proJect. He stated that Mrs. Musso understood the reason1ng for the proposed land use agreement and would agree to the proposed condit1on of the land use agreement. The Commiss1on quest10ned the applicant regarding h1story of the proJect, amount of work that had been completed, and status of bU11ding permits. Schmitt moved to recommend to the City Councl1 approval of A-3-75 subJect to the condttlon of a land use agreement. Seconded by Knapp. Ayes. Noes. Absent. P1annlng Commisslon Study Sess10n on Redevelopment Plan for the Trailer Park 1'n compliance w1th Sec. 28-1105 of tfie Zoninq Ordlnance . . . e e Secretary introduced B111 Dawson of Dawson Deve10pm~nt Company and presented a summary staff report of the h1story of the tra11er park, proposed plan for development and timing procedure. B111 Dawson referred to a "Background Paper" that had been presented to the P1anmng Comm1ss10n for reV1ew. The development plan is attempt1ng to: 1. Present a Solut10n to a soc1a1 problem, removal of a substandard tra11er park wh11e providing adequate hous1ng for a number of persons on f1xed 1ncomes. 2. Upgrade the phys1ca1 cond1t10ns of the slte. 3. Provide the land owner w1th a reasonable econom1C return for h1S land. 4. Sat1sfy the Coastal Commission requirements. Mr. Dawson stated that the park was bU11t in the 1930s and one res1dent has been living there since the park was bU11t. This resident 1S 89 years old and has an income of $177 per month. Thirty-one res1dents of the park have 1ncomes of between $177 and $277 per month and that only four tra11ers are 1mmovab1e due to deterioration. The plan cons1sfs-OT 100 condom1niums and 100 trailer pads, a two level parkinq structure, two park1ng lots for guests, a lot for auto parking for trailer park res1dents, a pool, laundry facilities, recreation building, trailer office and central trash p1ck up. It 1S env1sioned that 60 of the condominiums would be one bedroom units of 750 sq. ft. and 1 story height, 28 unrts would be 1 bedroom and 10ft of 950 sq. ft. 1n size and 12 units would be 2 bedroom, 2 story of 1060 sq. ft. 1n size. The upper level of the parking structure would be 5 ft. above the present grade. In response to questions by the Planning Comm1ssion, Mr. Dawson said that it would cost about $5,000 to put 1n each new trailer pad space which would necesS1tate rent increases from $65-75 per month to $130 per month. He stated that a 65 yr. lease for the property would be signed in January, 1978 pending governmental approvals on the project. Vehtcle access 1n the project would be restricted to emergency vehtcles and furn1ture de1iver1es. The project would appear as a village w1th $360,000 of trees included in the project to provide the style enV1ronment desired. Mrs. Dorr asked for a clarification on how many units of each model would be located in the condominium portion of the project and asked if the recreat10n facilities would be available for use by the residents of the new tra1ler park. Mr. Dawson stated the number of units to be bU11t and that the trailer park res1dents would be able to use the recreation facilities on some bas1s yet to be determined. The Planning Comm1ssion raised questions concerning park1ng for the tra11er park and quest park1ng. Mr. Cook was concerned about the proposal to chanqe the grade of the slte and the v1sual ,mage from Long Beach. Mr. Schm,tt was of the op,n,on that park1ng should be prov1ded along s,de each tra,ler space. Mr. Cook spoke ,n favor of zoning the tra,ler park portion of the s,te for a tra11er park. Ed M,sche11, 1613 Ocean, questioned the term "tra11er park II He asked for costs of grading the site, questioned the cost per tra,ler space and asked about low ,ncome un,ts. Dolores Hicky, a-res, dent of the tra,ler park, asked ,f the new park would accommodate all permanent residents. Mr. Dawson answered that all permanent residents would be accommodated. Ch, Krede11, 1615 Seal Way, asked what size the units would be. Mr. Dawson answered. . . . e e Commissioners Lanning, Knapp and Ripperdan spoke 1n favor of the general concept proposed. Comm1ss1oner Cook spoke in general support of the concept but strongly favored a tra1ler park zone des1gnat1on on the tra1ler park portion of the slte. 4. Report from Secretary A. Secretary reported on a staff proposal to amend the General Plan to reflect the new publ1C fac1l1ty proposals Wh1Ch are now be1ng cons1dered by the City. The Planning Comm1SS1on asked for more 1nformat1on at the1r next meet1ng. B. Mr. Knapp announced that he would be absent from the next Plann1ng Commission meet1ng.
