Mlnutes of the Plannlng Commlsslon Meetlng of December 1, 1976
The Plannlng Commlsslon of the Clty of Seal Beach met
In regular seSSlon on Wednesday, December 1, 1976, In
the Councll Chambers of the Clty Admlnlstratlon BUlld-
lng. The meetlng was called to order by Chalrman Knapp
at 7:30 p.m. and the Pledge to the Flag was led by
Commlssloner Cook.
Present: Knapp, Cook, Lannlng, Rlpperdan, Madsen
Absent None
The mlnutes of November 17, 1976 were approved as presented.
1. Public Hearlngs
Patrlck D. Sanders, CP-9-76
Appllcant lS requestlng a Condltlonal Use Permlt for a pet shop
In the C-1 zone at 1057 Paclflc Coast Hlghway. PubllC Hearing
Opened. Lannlng asked lf there were other pet shops wlthln 200
feet of resldences. Secretary stated that the Pet Shop on Maln
Street backs up to resldentlal property and no problems have been
reported. Patrlck Sanders, 1057 Paclflc Coast Hlghway stated that
he agreed wlth the condltlons and was a member of the SPCA and
would run a clean pet shop. Cook asked about sound and odor pro-
blems. Secretary stated that no problems were antlclpated. t1adsen
asked about the number of anlmals to be kept. Secretary stated
that the Orange County Health Department controls the number of
anlmals kept In a pet shop. PubllC Hearlng Closed. Lannlng moved
to approve CP-9-76 wlth the Staff condltlon, seconded by Rlpper-
dan and unamlously approved. Res. 1038
Adoptlon of Houslng Asslstance Plan
Houslng Asslstance Plan lS In conJunctlon wlth the Thlrd Year
Houslng Communlty Development Act program PubllC Hearlng
Opened. The Plannlng Commlsslon dlscussed the varlOUS ltems for
asslstance to famllles In the target area. The Plannlng Commlsslon
dlscussed substandard unlts and substandard trallers. PubllC
Hearlng Closed. Cook moved to approve and recommend to Clty Councll
adoptlon of the Houslng Asslstance Plan, seconded by Lannlng and
unamlously approved. Res. 1039

Report from Secretary
A. Secretary presented breakdown of elect10n returns on
Propos1t1on "U".
B. R1pperdan suggested that the steps to be taken to clean-up the
Hellman property.
C. R1pperdan asked about plans for the Mar1na Palace site.
Secretary stated that the State Lands Comm1ss1on was
evaluat1ng var10US uses and they were 1n the process of
leas1ng the land.
