The meet1ng was called to order by V1ce Cha1rman R1pperdan at 7.30 P.M. and the Pledge to the Flag was led by Comm1ss10ner Cook. Present. R1pperdan, Cook, Knapp, Schm1tt Excused Absence. Lann1ng The m1nutes of July 21, 1976, were approved as presented. Secretary rev1ewed the method for rece1v1ng test1mony at Pub11c Hear1ngs. 1 Public Hear1ngs . A. Oav1d Gean, V-11-76 (cont1nued) App11cant 1S request1ng a Var1ance to perm1t construct10n of a s1ngle fam1ly res1dence 1n the R-1 zone of Surfs1de, w1th less than requ1red front yard setback. The matter was cont1nued from the Plann1ng Comm1ss10n meet1ng of July 21, 1976 due to the fact that three votes were not rece1ved from the Plann1ng Comm1ss10n members e1ther to approve or deny the app11cat10n. Comm1ss10ner Schm1tt stated that he has l1stened to the tape of the meet1ng and read the m1nutes of the meet1ng. He w1ll part1c1pate 1n d1scuss10n and vot1ng on the matter. Pub11c Hear1ng Opened. 01ck Moody, 16325 So. Pac1f1c Ave., Sunset Beach, represented the app11cant. Mr. Moody stated that flVe (5) lots on IIAII Row abut Surfs1de Avenue at a p01nt where the street 1S 251+ w1de. He stated that the app11cant voluntar1ly exchanged a port10n of beach area to w1den the street and therefore meets the 1ntent of the Coae. The Comm1ss10n d1scussed the number of II All Row houses that hold a 2~' front yard setback. 01Scuss10n followed on the cost of rev1s1ng the plans to meet Code. 01ck Moody was of the op1n10n that the cost would be several hundred dollars. Ray Grasser, B-31 Surfs1de spoke 1n favor of the app11cat10n. Pub11c Hear1ng Closed. Schm1tt moved to approve V-11-76 w1th Land Use Agreement, seconded by Knapp. Ayes: R1pperdan, Knapp, Schm1tt Noes: Cook Absent Lann1ng Resolut10n 1012. 2. Oral Commun1cat10ns 3. C. & Patty Newton Appllcant 1S requestlng the Plannlng Commlsslon to conslder an amendment to the zonlng ordinance to permlt resldences above commerclal bUlldlngs. The Plannlng Commlsslon dlscussed the letter and the concept of residences above commerclal bUlldlngs. Vlctor Newton, 4316 Elkstone Ave., Anahelm, spoke In favor of amendlng the code and stated that Andrew Brown wlshed to add a dwelllng over the commercial bUlldlng at 207 Maln Street. He was of the oplnlon that addltlonal parklng was not needed for the resldence. The Commlsslon dlscussed the merlts of the proposal. Knapp moved to determlne that resldentlal should not be permltted above commerclal, seconded by Rlpperdan and unamlously approved by members present. Mlnute Order. 5. Report from Secretary A. Draft s1gn ordlnance was dlstrlbuted to the Plannlng Commlsslon for thelr reVlew and comment B. Secretary lntroduced the new plannlng Commlssloner, Peter Madsen, from College Park East. He wlll take hlS seat on August 18, 1976. . C. Commlssloner Cook commended Commlssloner Schmltt for hlS serVlce on the Plannlng Commlsslon. D. Commlssloner Schmltt compllmented the Plannlng Commlsslon for thelr work durlng the tlme he served on the Commlsslon. The meetlng was adJourned at 8'40 P.M. ~~a~ Recordlng Secretary .
