M1nutes of the Plann1ng Comm1ssion Meet1ng of June 2, 1976 The Plann1ng Comm1ss1on of Seal Beach met 1n regular seSS10n on Wednesday, June 2, 1976, 1n the Counc1l Chambers of the C1ty Adm1n1strat1on BU1ld1ng. The meet1ng was called to order by Cha1rman Lanning at 7.30 P.M. and the Pledge to the Flag was led by V1ce Cha1rman R1pperdan. . Present. Cook, R1pperdan, Lann1ng Excused Absence. Knapp, Schm1tt The m1nutes of May 19, 1976 were approved as corrected. Secretary reviewed the method for rece1v1ng test1mony at Publ1C Hear1ngs. 1. Publ1C Hear1ngs A. John & Mary Szczerban, V-9-76 Appl1cant lS request1ng a Var1ance to perm1t the construct1on of a duplex 1n the R-3 zone w1th less than requ1red exter10r slde- yard setback for the length of a tandem garage. Publ1C Hear1ng Opened. John Szczerban, 1107~ Seal Way, sa1d that he would answer any quest1ons. No one spoke 1n favor or 1n Oppos1t1on to the request. Public Hear1ng Closed. R1pperdan moved to approve V-9-76, seconded by Cook and unam10usly approved by members present. Resolut1on No. 996. B. Raymond E. Menard, V-10-76 Appl1cant lS request1ng a Var1ance to perm1t the construct1on of a sW1mm1ng pool 1n the R-1 zone w1th less than requ1red rear yard setback. Publ1C Hear1ng Opened. Raymond Menard, 4264 F1r Ave., presented a tract map show1ng the 1rregular shape of h1S lot and noted that h1S house lS setback further on the lot than other houses 1n the area due to a three car garage, slde entry. The Plann1ng Comm1ss1on d1scussed the var10US opt1ons regard1ng pool Slze and 10cat1on. Public Hear1ng Closed. Cook moved to approve V-10-76 W1t~ the cond1t1on that the pool hold a 4' set back on the southwest slde and a 3~' setback on the southeast slde. He cited the 1rregular shape of the rear property llne, seconded by R1pperdan and unam10usly approved by members present. Resolut1on No. 997. 2. Oral Commun1cat1ons There were no oral commun1cations. 3. Wr1tten Commun1cat1ons There were no wr1tten commun1cat1ons. . 4. New Business There was no new bus1ness. e e ~ 5. Report from Secretary 1. Secretary rev1ewed a proposal for construct10n of e1ghts 9 un1t bU1ld1ngs 1n the back of the Rossmoor Bus1ness Center. The matter would be com1ng before the Planning Comm1ss10n for sub- d1v1s10n cons1derat10n 1n the future. 2. Secretary presented a staff report on the park1ng requ1rements for churches. Cook moved to rec1nd Resolut10n No. 995s seconded by R1pperdan and unam10usly approved by members present. M1nute Order. Cook moved to adopt the follow1ng park1ng requ1rement for churches: One space for each f1ve f1xed seats and one space for each 50 square feet of floor area used for assembly purposes and conta1n1ng no f1xed seats. Seconded by Lann1ng and uanm10usly approved by members present. Resolut10n No. 998. ~ 3. Secretary rev1ewed a proposal to be presented to the Plann1ng Comm1ss10n 1n the near future for pat10 covers 1n Br1dgeport 1n certa1n spec1f1ed locations on the lot. 4. At the Plann1ng Comm1ss10n meet1ng of May 19th a number of requests were made by the Comm1ss10n for staff to look 1nto: Park1ng of tra1lers at Mar1na Commun1ty Centers Electr1c Cart Shop 1n Le1sure World and sale of cars 1n Safeway Center. All items are be1ng 1nvest1gated and a full report w1ll be prov1ded at the next Plan- n1ng Comm1ss10n meet1ng. Cook asked about the status of Western Federal Sav1ngs. Secretary stated that bU1ld1ng perm1ts have been issued.
