MINUTES OF JANUARY 4, 1989 MOTION by Rullo to approve the Planning COIDnu.ssion M1nutes of January 4, 1989: SECOND by Jessner. MOTION CARRIED 4 - 0 ABSENT: FIFE PUBLIC HEARING There were no Publ1C Hear1ng 1tems. SCHEDULED MATTERS A. MINOR PLAN REVIEW 17-88 130 COTTONWOOD, SEAL BEACH TRAILER PARK Mr. Kn1ght del1vered the staff report stat1ng th1s 1S a request by appl1cant, L1nda Stobbe, to add a second story cabana to an eX1st1ng tra1ler 1n the Seal Beach Tra1ler Park. He noted that the color selected, peach, 1S 1n an earth tone, that there are two entrances but one entrance is util1zed for entrance to storage, and that the tra1ler 1tself 1S able to be removed. MOTION CARRIED 4 - 0 ABSENT: FIFE The Comm1SS1on asked 1f staff had any 1dea how many more second story cabana applicat10ns were poss1blei staff has not researched that. Page 2 of 2 Plann1ng Comm1ss1on M1nutes January 18, 1989 STAFF CONCERNS Mr. Kn1ght updated the Comm1SS1on on the Mola proposals for the Hellman property. The C1ty Counc11 has author1zed staff to study two alternate proposals from Mola and to prepare two supplemental EIRs. The developer's preferred plan 1S 449 s1ngle fam1ly dwel11ngs. The second alternat1ve proposal 1S a comb1nat1on of townhouses, mult1ple fam1ly dwel11ngs and s1ngle family res1dences compr1s1ng 400 un1ts. Th1S second alternat1ve proposal would 1nclude 10.4 acres for Gum Grove Park, an 18 hole golf course and 20 - 25 acres of wetlands. The C1ty w111 h1re a land use consultant. Mr. Kn1ght plans to organ1ze a workshop for the Plann1ng Comm1SS1on and the commun1ty. COMMISSION CONCERNS The Comm1SS1on expressed concern re refurb1shment at Rossmoor Center. They want an 1ntegrated product and not p1ecemeal converS1on from reta11 space to off1ce space. A total master plan Wh1Ch 1ncludes landscap1ng and park1ng plans 1S des1red. A meet1ng of Rossmoor management, Plann1ng Comm1SS1on and Development SerV1ces staff 1S des1red. Mr. Kn1ght sa1d he would prepare a report on (1) general concern on C-1, C-2 zon1ng w1th further d1scret1on 1f an off1ce proJect is proposed 1n currently eX1st1ng reta11 space and (2) spec1fically relat1ng to the Rossmoor Shopp1ng Center a revital1zat1on of the Master Plan w1th the C1ty plaY1ng a part 1n th1S 1ssue.
