SUBJECT: APPROVAL TO CONDUCT A CITYWIDE
CLASSIFICATION AND COMPENSATION STUDY
(BUDGET AMENDMENT NO. 09-01-02)
SUMMARY OF REQUEST:
The purpose of this report is to request that City Council authorize the City
Manager to request proposals for a classification and compensation study.
BACKGROUND:
A classification and compensation study evaluates an agency's job position
classification plan, compensation plan, the internal equity method for linking the
plans; and the studying of labor market data to gauge an organization's relative
competitiveness with respect to the labor market. These four elements are the
foundation of fair and consistent personnel policies and the basis in which
agencies put into practice the principle of equal pay for equal work.
The City of Seal Beach last conducted a comprehensive classification and
compensation study in the late 1990s using Ralph Andersen and Associates as
an outside consultant. Internal classification reviews have been conducted on
occasion and salaries have been adjusted as provided in negotiated bargaining
agreements. Past salary surveys have been conducted using the CalPacs
database.
The City will be entering negotiations with its general employee bargaining units
in the latter part of 2008 or early 2009 for a successor Memorandum of
Understanding (MOU) to the current MOUs which are due to expire on June 30,
2009. A classification and compensation study will assist the City stay
competitive in the Orange County job market, ensuring that employees are

properly classified for the work performed, and that compensation paid reflects •
the comparative norm.
FINANCIAL IMPACT:
The fiscal impact for a comprehensive study is estimated to be up to $60,000. A
budget amendment is requested -Budget Amendment No. 09-01-02.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. authorizing
the City Manager to request proposals from consultant firms interested in
preparing a classification and compensation study.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA AUTHORIZING THE CITY MANAGER TO
REQUEST PROPOSALS FOR CONSULTANT FIRMS
INTERESTED IN PREPARING A CLASSIFICATION AND
COMPENSATION STUDY
WHEREAS, a solid classification and compensation plan is the foundation of the
City's personnel system; and
WHEREAS, the City last conducted a comprehensive classification and
compensation study in 1999; and
WHEREAS, a classification and compensation study will ensure that employees
are properly classified for work performed, and that compensation
paid reflects the comparative norm; and
WHEREAS, implementation of a classification and compensation study will help
the City stay competitive in the Orange County job market.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. The City Manager is hereby authorized to issue the Request for
Proposals to solicit proposals from consulting firms interested in
performing the study.
• Section 2. The fiscal allocation for the study is capped at $60,000.
