HomeMy WebLinkAboutCC AG PKT 2008-07-28 #FAGENDA STAFF REPORT DATE: July 28, 2008 ' TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Jeff Kirkpatrick, Chief of Police SUBJECT: REPORT OF CITIZENS OPTION FOR PUBLIC SAFETY SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND 2007-2008 EXPENDITURES. SUMMARY OF REQUEST: Staff requests the City Council accept and file a report of expenditures from the 2007-2008 Citizens Option for Public Safety Supplemental Law Enforcement Services Fund (COPS-SLESF). This report is required in compliance with California Government Code §30063. BACKGROUND: In 1996, State Assembly Bill AB 3229, Chapter 134, established the Citizens' Options for Public Safety Program to provide funds to eligible local jurisdictions. Pursuant to the current provision of this bill, monies allocated from the Supplemental Law Enforcement Services Fund (SLESF)~ to recipient entities must be expended exclusively to provide front line law enforcement services. These funds must also be used to supplement existing services and by statute cannot be used to supplant any existing funding for law enforcement services provided by that entity. Legislation related to these funds requires that all reporting mandates are met and that these funds be expended in the prescribed fiscal year to avoid forfeiture of the funds. The City Council approved a FY2007-2008 proposed expenditure request pursuant this grant at its August 13, 2007 meeting. As required in the controlling sections, a summary of those expenditures is as follows and will be reported to the Orange County Supplemental Law Enforcement Oversight Committee (BEFOG): • Additional patrol rifles with supplemental equipment and training Bicycles for beach patrol duties • Radar equipment for traffic enforcement Agenda Item F Page 2 • Disaster preparedness supplies and equipment • Taser electric stun tools • SWAT equipment and training for 3 officers • Hardware and software for accident scene reconstruction • Intoximeters for DUI enforcement • High-tech laser speed detection devices for traffic enforcement • Community policing program overtime • Community policing program equipment, software, and training Integrated Law and Justice Agency of Orange County member agency fees • All training costs associated with equipment and software purchased with SLESF funds As previously stated, these funds were spent for `front line municipal police services, in accordance with written requests submitted by the Chief of Police of that city or the Chief Administrator of the law enforcement agency that provides police services to that city. These written requests shall be acted upon by the City Council." Government Code Section 30061 [c][2]. FINANCIAL IMPACT: None. However, these funds provided significant support for the Police Department's community policing and front-line law enforcement efforts and activity without supplanting existing programs. No general fund monies were expended for these front-line law enforcement services. Instead, $212,210.30 of COPS-SLESF grant funds were expended. RECOMMENDATION: Staff recommends that City Council accept and file this report. Staff will forward the appropriate reporting paperwork along with the accompanying resolution indicating acceptance of these expenditures. RESOLUTION NUMBER 5766 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL ACCEPTING AN EXPENDITURES REPORT MADE FROM THE FISCAL YEAR 2007-2008 COPS-SLESF GRANT THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: Section 1. The Council hereby accepts the Seal Beach Police Department's report for fiscal year 2007-2008 Citizens Option for Public Safety (COPS) - Supplemental Law Enforcement Service Fund (SLESF) grant expenditures, pursuant to California Government Code §30063. Section 2. The Council directs the Seal Beach City Manager, Chief of Police, and Director of Administrative Services to execute and forward all documents necessary for required reporting to the Orange County Supplemental Law Enforcement Oversight Committee as required by law.
