SUBJECT: 2008 PAVEMENT MANAGEMENT PLAN
SUMMARY OF REQUEST:
The City Council is asked to adopt Resolution No. 5767 approving the 2008
Pavement Management Plan.
BACKGROUND:
The 2008 Pavement Management Plan is a program that evaluates the existing
network of pavements, identifies deficiencies, and recommends a cost effective
system of improvements to relieve existing and future deficiencies. It is used to
determine priority levels to rehabilitate and resurface streets when funding is
available. It does not; replace an informed decision maker; replace engineering
evaluation of individual projects; make all decisions at the press of a button; or
provide all the answers. The City updates its Pavement Management Plan
biannually. Additionally, updating this plan every other year keeps the City
eligible for Measure M funding. The proposed plan was transmitted to the City
Council previously.
At the July 14, 2008 City Council Meeting, staff was asked to review certain
street improvement projects in College Park East (CPE) and Old Town. The
street improvement projects have an estimated cost of $559,525 for CPE and
$1,539,469 for Old Town.

The figure for Old Town includes design and construction cost on the following

It is staffs responsibility to strategically organize CIP's to coordinate various
proposed projects such as street, sewer, water and storm drain to improve
efficiency. In reviewing the sewer, storm drain, pavement and water master
plans, the above street projects will not conflict with other work except for 8th
Street. Eighth Street from Ocean to 160 feet north is scheduled for sewer
improvement work in FY 2011/2012. This will conflict with the effort to pave this
segment this fiscal year. It is recommended that the sewer work and street work
be done concurrently. The estimated cost of the sewer work is $158,809.
FINANCIAL IMPACT:
Adoption of the Pavement Management Plan does not appropriate funding for
the identified projects. This is done either at the time the annual City budget is
adopted or by a budget amendment approved by a City Council Resolution. The
FY 08/09 budget appropriates $350,000 for local street paving. Resolution 5626
was adopted on November 5, 2007 which amended the FY 08/09 budget by
adding $87,121 to the local paving program. These funds came from the County
of Orange Prop 42 funds.
RECOMMENDATION:
It is respectfully recommended that the City Council adopt Resolution No. 5767
approving the 2008 Pavement Management Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA ADOPTING THE 2008 PAVEMENT
MANAGEMENT PLAN UPDATE
WHEREAS, the Pavement Management Program (PMP) is a planning tool used
by the City to identify pavement maintenance and resurfacing needs within the
City; and
WHEREAS, the PMP explores the existing street network system, the pavement
condition assessment, criteria for maintenance and rehabilitation, maintenance
history, recommended improvements and funding analysis; and
WHEREAS, the City regularly updates the PMP every two years, reassessing the
street network and updating pavement resurfacing strategies in an effort to
maintain and improve the City's streets.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. The 2008 Pavement Management Plan Update is hereby adopted.
PASSED, APPROVED AND ADOPTED by the City Council of Seal Beach, at a
meeting hereof held on the 28th day of Julv , 2008 by the following vote:
