SUBJECT: ACCEPT AWARDED GRANTS
SUMMARY OF REQUEST:
The City Council is asked to approve Resolution No. 5774 to formally accept
approved grants.
BACKGROUND:
• Staff has successfully applied and was awarded four grants in the amount of
$5,763,123 for various Capital Improvements citywide.
Orange County Transportation Authority (OCTA) awarded the city $5,689,400 to
widen the Seal Beach Boulevard Bridge from four lanes to six lanes and various
traffic signal improvements. Construction is anticipated to start in March of 2010.
OCTA awarded the city $50,000 to upgrade and coordinate traffic signals on Seal
Beach and Los Alamitos Boulevards from PCH to Cerritos Avenue. Staff is
currently soliciting for professional traffic engineers to provide needed expertise.
California Integrated Waste Management Board (CWIMB) has awarded the city
$17,000 to use rubberized asphalt concrete with recycled tires. This will be
applied to our annual paving project funds.
The California Department of Conservation has awarded the city $6,811
specifically for beverage container recycling and litter abatement activities. This
year staff will be applying the funds to the Curbside Recycling Program. This
program picks up Recycle Items (blue cans), Unrecycled Items (brown cans) and
Green Waste (green cans) weekly. These funds would help supplement this
program. Our Beach Parking Lots have Recycle cans for bottles and aluminum
cans that are in need of upgrading which the funds would supplement.

OCTA, CWIMB and Department of Conservation have awarded the city in the
amount of $5,763,123 for various Capital Projects.
RECOMMENDATION:
It is recommended City Council formally accept the grants.

BEACH ARRPOVING FOUR GRANTS FROM OCTA, CALIF.
INTEGRATED WASTE MANAGEMENT BOARD AND CALIF.
DEPARTMENT OF CONSERVATION
WHEREAS, the City was awarded four grants in the amount totaling $5,763,123
for various Capital Improvements citywide. Orange Country Transportation
Authority (OCTA) GMA awarded the city $225,000, GMA $350,000, IIP
$2,307,200, IIP $2,307,200, SIP $250,000, SIP $250,000. Califomia Integrated
Waste Management Board (CWIMB) awarded the city $17,000 and California
Department of Conservation awarded the city $6,811.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES AS
FOLLOWS:
SECTION 1. The City Council hereby formally accepts the approved grants.

Congra~uiatior~s? Un June 23, 2008, the Orange County Transportation Authority
OCTA) Board of Directors (Board) approved funding for projects through the
2007 Combined Transportation Funding Program (CTFP) call for projects. The
City of Seal Beach was successful in securing 8 allocation(s) totaling
approximately $5,739,400 in funding through this call for projects. Allocations
were awarded consistent with Board-approved Guidelines and are listed in
Attachment A.

Local agencies are required to abide by the Time Extension Policy outlined in the
CTFP Guidelines (Attachment B). The City of Seal Beach will have until June 30
of the fiscal year in which funds are programmed to award a contract or begin
right-of-way acquisition. All approved projects will be reviewed twice each year,
as part of the CTFP semi-annual review, to evaluate the project delivery
schedule.
OCTA looks forward to working with the City of Seal Beach in completing the
approved improvements and appreciates your participation in the CTFP. All
corresponding cooperative agreements will be updated. If you have any

Combined Transportation Funding Program
Time Extension Policy
(Adopted as of November 2004)
• Agencies may request cone-time delay of up to 24 months. Jurisdictions will be
required to justify this request and seek approval of OCTA staff, Technical
Steering Committee (TSC), and the Technical Advisory Committee (TAC) as part
of the semi-annual review process.
• A second delay request may only be awarded by obtaining the council approved
revised Capital Improvement Program (CIP) that indicates the project's revised
program year. The second delay request will still require the OCTA staff review
and the TSC and TAC approval.
• Any further delay beyond the second delay request would require a direct
request for approval from the OCTA Board of Directors. ~ The OCTA Board of
Directors wilt have the final approval of the Agency's request.
