SUBJECT: 2008 MASTER PLAN OF DRAINAGE
SUMMARY OF REQUEST:
The City Council is asked to receive and file the 2008 Master Plan of Drainage,
encourage public dissemination of the document, and direct that it be scheduled
for council discussion at a future meeting.
BACKGROUND:
In May 1999, City Council adopted the 1999 Master Plan of Drainage. The
master plan provides a framework for understanding the need for construction of
new and replacement storm drain facilities in a cost efficient manner.
After 10 years and several major storms, funds were budgeted for an update to
the 1999 Master Plan. The 2008 Master Plan of Drainage reviewed historical
data and performed a new detailed topographic survey that measured ground
elevations. By knowing the history and having more precise surtace flow data,
this study was able to provide more detailed analysis of hydrology patterns city
wide leading to more accurate recommendations for storm drain improvements.
Historical data includes the flooding in the Old Town area and College Park East.
In 2005 an Ad-Hoc Committee was created which made recommendations for
future storm drain improvements. Those recommendations were duly considered
in development of the 2008 Master Plan of Drainage.
The Master Plan consists a description of the study area, existing drainage
system, drainage criteria/goals, hydraulic analysis and recommendations.
The Master Plan recommends over $90 million in improvements to bring the City
to a baseline level to withstand a 25 year occurrence storm. This is the same
baseline measure used by the Orange County Flood Control District.

Staff realizes the 2008 Master Plan of Drainage is a complex technical document
which would require a layperson several hours of study to grasp. To allow
adequate time for this, the City Council may wish to consider holding a study
session wherein the consulting engineer would provide a general overview of the
2008 Master Plan of Drainage and be available to answer questions from the City
Council and the public. The City Council would then be asked to adopt the 2008
Master Plan of Drainage.
FINANCIAL IMPACT:
There is no direct fiscal impact at this time. However, it should be noted there is
no dedicated funding source for the recommended improvements. Past practice
has been to budget for storm drain projects from the General Fund. A discussion
of future funding also may be appropriate at the study session.
RECOMMENDATION:
It is recommended City Council receive the 2008 Master Plan of Drainage,
encourage public dissemination of the document, and direct that it be scheduled
for council discussion at a future meeting.
