'\ MINUTES OF MEETING OF NOVEMBER 13. 1961 The Seal Beach Planning Commission met in regular session on Monday, November 13:t 19 61~ in the Council Chamber. City Hall. Present: Ray Boeger. Earl Raines, James Bender. Wm. Morrison The meeting was called to order by Chairman R. Boeger at 7:39 p.m. Approximately 40 persons were in attendance, most of whom left after Agenda Item No.1. . ~ AGENDA ITEM NO.1' . DR. WALTER ARNOLDIS REQUEST FOR A REZ~ING FROM R-2. TO R-3: Mr. O. H" Carso~ acting as agent for Dr~l Arnold, and by letter dated October 911 1961. petitioned the Commission for stated change in Block 21~, Tract #10. 1/2 lot 21. lots 23 and 25, and 1/2 of lot 27. Mr. Carson explained that there were three possible ways of building on these lots with 75 feet total frontage on Sixteenth Street: (a) To build one large, architecturally attractive. s ix-unit building; (b) a slight variation of the original proposal with three duplex apartments; (c) slx individual19-foot wide-at-front units. Only (c) is within current zoning regulations. The owner would build from 4 to 10 garage units. Mr. Jerome Leddy, 322 16th Street, announced that he was basically representing the group opposed to the rezoning. Objections of the group Included {a} opposition to spot zoning; (b) a parking problem already exists in the area; (c) the area is relatively stable and composed mostly of residing home-owners; therefore, there is opposition to a "transient" building a series of one-bedroom apartments; (d) the requester is a non- resident of the City; and (e) the stgnedptiit10n from residents of the general area opposing the rezoning represents approximately 80 per cent of the neighborhood. Others who spoke in opposition were: Mr. Paul Miller, 313 16th Street, who pointed out that garages often were not used by tenants and that the present property is not well maintained; Mr. R. Winters, 314 16th Street; Mrs. R. J. Carsten, 312 15th Street; Mr and Mrs. Donald Stege~ 331 16th Street; William Birk, 301 16th Street; Mel Ward, 803 Landing; and Jean Shafer (who does not live within the 300-foot radius). In rebutting, Mr. Carson pointed out that Dr. Arnold Intends to retire In Seal Beach sometime in the near future; and Dr. Arnold spoke a few lines in behalf of the proposal. . . .. , .., . Each of the commission members expressed general opposition to spot zoning and voted unanimously to recommend against the proposed rezoning. James Bender made the motion which was seconded by Earl Raines.. Submitted for file with the original of this letter are: Exhibit A: Mr. Carsonfs letter dated October 9, 1961, with five opPies of the sh"-ii"n:1t""proposal (al; Exhibit B: post card notifying property owners of the hearing and a long- hand list of names to whom the cards were mailed, and a marked map indicating the 300-foot radius; Exhibit C: four pages containing the state- ments of the opposition and signatures of 72 residents of the general area and related letter from Mr. and Mrs. Wm. H. Taylor, 326 16th Street. AGENDA ITEM NO.2 LEISURE WORLD TRACT MAP 4401 Wm. Morrison moved to approve tentative Tract 4401 of Leisure World subject to access for fire fighting purposes as proposed by Mr. Ji.m.es Crosby, representing Voorhies, Trindle, and Nelson as City Engineers. The commission voted unanimously to accept this. Representing the Leisure World were Robert G. Jones and Scott Brebner. AGENDA ITEM NO.3 Letter dated September 9, 1961. from Mr. and Mrs. J. R. Roberts, San Gabriel, California, was referred to the Office of the City Manager. Letter dated October 9, 1961, from Member Ben Rapp submitting his resignation from the Commission was received and filled. Letter (undated) from Business Consultants, Inc. it Downey, California, requesting permission to establish a season income tax office in a trailer within the City was referred to the office of the City Manager. A.GENDA ITEM NO.4 The Commission Chairman suggested that professional help be requested of the City Council for assistance in developJng a general plan for the City. At the suggestion of Earl Raines, the item was tabled. AGENDA ITEM NO.5 Chairman Ray Boeger to write letter to the City Council regarding the status of Bay Boulevard as it relates to rezoning. AGENDA ITEM NO.6 Action was taken to held a hearing to rezone the railroad dividing strip of the Hellman Estate portions bounded by Pacific Coast Highway, 5th Street.
