The Seal Beach Planning Commission met in regular adjourned session
on Saturday, December 19, 1964, in the Council Chamber at City Hall.
Present: Ray Boeger, Rudy Avila, Tom Crowley, Sutter Kunkle,
Ed Twining and Secretary John Strat1'ord
Absent ~ None
The meeting was called to order at 10:00 A.M. by Chairman Boeger.
Mr. Williams spoke at length to clarify any misconceptions or
misleading rumors regarding actions of the city officials in relation
to the development of a new shopping center in the city.
I. Public Hearing - Jerrry Moss & Co., Use Variance
. Lot 161. .Tract 2$91
Use Varignce application from Jerry Moss & Co., 21111 Silver Spur
Road, Palos Verdes, California, to permit the establishment of an
automobile service 'station and car wash on Lot 161, Tract 2591.
(Application No. UV-2-64) Mr. Moss stated similar developments
had been built with great advantages to the communities in services
and tax relief. Mr. Bob Franks of Union Oil represented the
service station and presented photographs on similar arChitecture.
~~. David Dobbie represented the car wash and presented an artist's
drawing or architecture. A general discussion followed with many
questions of purpose of variance, noise prOblems, signs, traffic,
landscaping and walls, and drainage. The hearing was closed.
Mr. Williams stated that the City Council would be considering this
Use Variance application on MOnday, December 21, 1964, and advised
all interested persons to personally deliver any letters or
communications regarding this action rather than depending upon
mail delivery.
Dr. Kunkle moved that the Plannin~ Commission grant the use variance
with the conditions that final development and. building plans be
apprqved before the issuance of a building permit, approval of
final development plans and issuance of building permits for the
entire Shopping center, architectural style shall be compatible
with adjoining residential area, and ratification by the City
Council. The motion was seconded by l~. Avila and passed unanimously.
