MINUTES .OF THE PLANNING COMMISSION MEETING OF JULY 27, 1966
The Seal Beach Planning Commission met in regular adjourned session on Wednesday,
July 27, 1966, in the Council Chamber at City Hall.
Present:' Boeger, Crowley, Jones, Lanning, Murphy
Absent: None
The meeting was called to order by Chairman Boeger at 7:37 P.M.
The minutes of the meeting held on July 6, 1966 were approved as presented.
I. Public Hearing - Bixby Ranch Co., UV-2-66
The Fred H. Bixby Ranch Company, 911 Studebaker Road, Long Beach, California,
requested a Use Variance to property located in a C~2 Zone to be used for golf
and recreational purposes. The property is described as follows: That portion
of the South one-half of Section ,31, Township 4 South, Range 11 West, in the.
Rancho Los Alamitos in the City of Seal Beach, County of Orange, State of California,
as per map filed in Decree of Partition in the Superior Court of Los Angeles
County, State of California, Case No. 13527, a certified copy of the Final Decree
of said case having been recorded February 2, 1891 in Book 14 page 31 of Deeds
of said Orange County. More particularly described as follows: Beginning at the
Southwesterly terminus of that certain course shown as N 00 11' 27" E 12.62 feet on
a map of Tract No. 5961 recorded in Book 217 pages 41 through 44 inclusive of
Miscellaneous Maps, records of said Orange County, said course being on the
Easterly line of Los Alamitos Boulevard 80.00 feet in width as shown on said
tract; thence along the Northerly line of the Garden Grove Freeway as shown on
said tract; thence N 520 12' 01" W 190.45 feet and N 370 47' 59" E 10.00 feet;
thence N 520 12' 01" W 158.48 feet; thence N 360 41' 58" E 280.00 feet; thence
S 890 18' 00" E 108.00 feet, more or less, to said Easterly line; thence S 00 11'
27" W along said Easterly line to the point of beginning.
Mr. Crowley moved that the Use Variance be approved as requested subject to
ratification by the City Council. Seconded by Mr. Murphy and passed unanimously.

II. Other Business
Letters from Lee Risner and Capt. Hall were presented along with a map showing
the safety arc for inhabited buildings for consideration in reviewing the new
zoning ordinance.
A billboard sign for advertising purposes at College Park East was discussed.
Secretary to investigate requirements and advise at the next meeting.
Informal discussion of possibility of .stablishing standards for curbside mail
boxes.
Informal discussion of possible renaming certain streets: 12th St. to Balboa,
5th St. to Marvis~a, and Bolsa to Marina Drive. To be taken up at a later meeting.

Commission advised that the Pacific Electric right-of-way to be abandoned soon
and the area should be zoned to protect the best interests of the community.
Public Hearing to be set for this action.
Discussion of allowable uses in C-2 Zone. Public Hearing to be set to consider
revisions.
III. Study Session of Proposed Zoning Ordinance.
The high density residential section was discussed at length. Mr. Gordon Hall
of Design Associates gave a general explanation of the section and displayed
charts and tables as visual aids~. General discussion with the members of the
Citizens Advisory Committee and other members present. It was sukgested that
the ulttmate objective be reached through progressive stages or by adopting
the ordinance with a future effective date. . . .
