MINUTES OF THE PLANNING COMMISSION MEETING OF AUGUST 3, 1966 The Seal Beach Planning Commission met in regular session on Wednesday, August 3, 1966, in the Council Chamber at City Hall. Present: Absent: Boeger, Crowley, Jones, Lanning, Murphy None The meeting was called to order by Chairman Boeger at 7:45 P.M. I. Public Hearing - Proposed Freeway Sign Control Ordinance A freeway sign control ordinance is required to be adopted before the State Division of Highways will proceed with landscaping of freeways within the City Limits of the City of Seal Beach. Mr. Crowley moved that the Planning Commission approve the Proposed Freeway Sign Control Ordinance and recommend its adoption by the City Council. Seconded by Mrs. Lanning and passed unanimously. Resolution No. 75. II. Zoning of the Pacific Electric Right-of-Way . Since the Pacific Electric Railroad will cease operation on September 1, 1966 and the right-of-way property will revert to various property owners, it is imperative for the best interests of the community to prevent undesirable development. Mr. Murphy moved that the Planning Commission approve as an emergency action the establishment of an "Interim Zone" on the property known as the Pacific Electric right-of-way which would require a Conditional Use Permit for any proposed use and to recommend adoption by the City Council. Mr. Jones seconded the motion and it passed unanimously. Resolution No. 76. III. General Plan Two sections of the General Plan were referred back to the Planning Commission by the City Council with suggestions for f~rther consideration. One area on the Hellman Ranch south of the existing flood control retarding basin and north of the proposed Coastal Freeway is presently indicated as a high density residential area. This should be changed to show this area as an industrial park for research and development as a compatible use with the North American Aviation, Inc. complex. The other area of consideration is the section bounded by Pacific Coast Highway, 5th Street and Marina Drive surrounding the Sewage Disposal Plant and City Yard. This is presently indicated as a commercial area and should be changed to show' a medium density residential area except for a green belt adjoining the Pacific Coast Highway. A list of other minor corrections was made. Mr. Crowley moved that the above corrections be incorporated in the General Plan. Seconded by Mr. Jones and passed unanimo~sly. Resolution No. 77. IV. Other Business Mr. Crowley suggested that the Planning Commission instigate action to declare undesirable businesses a public nuisance. He then moved that the City Manager investigate and report to them for furthe~ action. Motion 'seconded by Mrs. Lanning and passed unanimously. .
