MINUTES or PLANNING COMMI~SION MEETING OF APRIL 3, 1968 The Seal Beach Planning Commission met in regular session Wednesday, April 3, 1968, in the Council Chamber at City Hall. Present: Absent: Boeger, Crowley, Lanning, Murphy Peters The meeting was called to order by Chairman Crowley at 7:35 p.m. Minutes of March 20, 1968 meeting were approved as presented. I. Public Hearing - Proposed Amendment to Ordinance 628 (Zoning), to provide additional off-street parking in two-family and multiple family residential zones. No written objections were received. Mr. John R. Stratford, Secretary of the Planning Commission, stated the Parking Ordinance was at the request of the City Council. He then read the proposed ordinance. Mrs. Murray, 1017 Seal Way, Seal Beach, stated that if the increased oft-site parking resulted in the loss of a dwelling unit on a 25 ft. lot, the property value would decrease. C. W. Shepard, 135 Sixth Street, Seal Beach, asked if the front yards would con- tinue to be used for parking because there was no parking left on the street. Chairman Crowley replied that the Commission wanted to first hear the feelings and opinions of the residents in order to determine how the parking problem should be resolved. Mrs. Scheiblauer, of First Street, Seal Beach, said there should be fewer apart- ments, and these should have a larger square footage each, rather than the numerous small sized apartments being built. She also added that there are some condemned buildings in town with people living in them. The Secretary of the Planning Commission said that over fifty condemned structures have been destroyed in the City's program to remove these obsolescent structures. Mrs. Scheiblauer stated there was a difference in the Building Department's definition of single family dwelling units and the Zoning Code's definition. Mrs. Steinman, 1107 Center Street, asked the staff to investigate the use of a hydraulic lift device to lift one car above another. She stated that each unit cost about $700.00 installed. Mrs. Steinman also asked if the high density zone could be rewritten to allow bonus units for people willing to combine lots. The Chairman believed this was an area that deserved study. . . . e . Page 2 - Planning Commission Meeting April 3, 1968 Mrs. Murray inquired if the Planning Commission had discussed any means whereby parking lots could be provided to relieve the overcrowding of the streets. Chairman Crowley said the Commission had studied the in-lieu procedure. General discussion of this method followed by various people in the audience and the Commission. Sheldon Golison', 1505. Beaeh . Comber Drive, Seal 'Beach',' asked if ,the Code stated a garage must be supplied with an apartment. The Secretary read a provision of the Code stating that garages were to be used for the parking of automobiles. Discussion followed about placing a sticker on a car which would allow that person to park curbside. Chairman Crowley said measures are needed to get people to park their cars in garages. Bill Campbell, 4401 Beryl Cove Way, Seal Beach, said that new construction would increase property values. Commissioner Boeger stated he has learned from .meeting with the top nine invest- ment groups in the area that they would not approve new loans here until the Parking Code was made more restrictive. Bill Roth, 1505 Ocean, Seal Beach, inquired as to Belmont Shores parking require- ments. The figure for the City of Long Beach was given. He stated lending houses would not lend there because the low parking requirements permit cheap construction, which encourages the undesireable element. Mrs. Steinman asked if there were a great number of people seeking three bed- room units. Chairman Crowley said there was such a demand. Mrs. Murray said that visitors should be able to get a sticker on their car window for a fee, thus allowing them to park on the streets. Mrs. Steinman asked if such a sticker is legal. The Chairman said that some nearby cities are using them with no repercussions. There being no further comment the hearing was closed. A motion was made by Boeger and seconded by Lanning to continue .this..matt.et' until April 17, 1968, with an instruction to the staff to investigate the alternatives and effects of the proposed ordinance upon the smaller lots. Oral Communications Mort Baum, 815 Catalina, Seal Beach, asked if there are provisions in the City Code for code enforcement. Chairman Crowley said yes, but the Building Depart- ment was small. Commissioner Murphy said ther~. was a shortage of manpower, and additional manpower is needed to effectively enforce th~ Ordinance. III. Written Communicati.ons The Secretary stated that a letter had been received from Mr. Risner, City Manager, regarding service station accessways for the approved service station on the west corner of Fifth Street and Pacific Coast Highway. Mr. Ralph Jensen~ 1104 East 17th Street, Santa Ana, California, representing Suburbia Inc., stated the request was for approval of the driveway locations only, not for site or architectural approval. He further stated this approval is needed to firm up the escrow for sale to an oil company. Mr. Boeger said there was need for the double .entry'" because of the heavy traffic. Chairman Crowley inquired if the intersection would be signalized. John Stratford, City Engineer, mentioned that thus far the State has refused but may allow a signal after development of the Tract. Mr. Jensen asked if the Planning Commission would give approval to the location of a third curbcut on Pacific Coast Highway further 'North for the planned steak house. The Commission then voiced approval of a maximum of three curbcuts on Pacific Coast Highway, and for two on Fifth Street for this commercial complex. A motion was made by Boeger and seconded by Lanning to approve this driveway plan because: a. The traffic pattern requires these curbcuts; and b. Preliminary approval had been given earlier by the Planning Commission and City Council The Resolution passed unanimously. Resolution No. 207. The Secretary of the Planning Commission said that Suburbia Inc, Santa Ana, had submitted two tentative parcel maps for this commercial corner and parksite. Commissioner Boeger moved that the parcel map for the property at Fifth Street and Pacific Coast Highway be approved with the stipulation that the interior of the service station site be a radius than a sharp corner for sight clearance purposes. Seconded by Murphy and upon a roll call vote, the motion passed un- animously. Resolution No. 208. e e . Page 4 - Planning Commission Meeting April 3, 1968 Mr. Murphy moved that the parcel map~' indicating the Recreation Site on Marina Drive be approved. Seconded by Boeger and upon a roll call vote, the motion passed unanimously. Resolution No.. 209. The Secretary read a written communication from Mr. & Mrs. Edward Artman, 1109 Seal Way, wherein they requested extension of their variance until October 1968. Chairman Crowley informed Mr. Artman that building plans were required in order that the Commission could adequately hear their forthcoming plan review. Mr. Boeger moved to approve the continuance until October 31, 1968. Seconded by Murphy and upon a roll call vote, passed unanimously. It was determined that further dis- cussion and action on these Regulations would be held at the next regularly scheduled Planning Commission meeting. was adjourned at 9:35 p.m. .
