MINUTES OF PLANNING COMMISSION MEETING OF MAY 1, 1968
The Seal Beach Planning Commission met in regular session Wednesday, May I, 1968,
in the Council Chamber at City Hall.
Present:

Boeger, Crowley, Lanning, Murphy, Peters
None
The meeting was called to order by Chairman Crowley at 7:36 P~,M.
Minutes of the meeting of April 17, 1968 were approved as presented.
I. Public Hearing - Proposed amendment to establish controlt)of number and location
of curbcuts for driveway purposes.
Secretary advised that legal notice had been posted as required. Discussion of
purpose of ordinance, i.e. retain maximum on-street parking, avoid congestion,
aesthetics. Hearing closed. Motion 9Y Mr. Boeger to postpone action until the
next meeting. Seconded by Mrs. Lanning~ Discussion. Mr. Peters re~uested the
staff prepare a schematic chart portraying the effect that the change in parking
requirement from l'.to'l~to the proposed l~ to 1 along with curbcut controls would
have on lots of 25',50', 75' and 100' widths.

2. Revision of PP-l-66, Suburbia, Inc.
Ralph Jensen, 1104 E. 17th St., Santa Ana, representative for Suburbia advised that
clear title had finally been obtained. He presented an additional plan for two
story house as well as a new plan for odd shaped lots in the development. Advised
that they had decided to have a 2' rear setback in lieu of the approved 0' setback.
Two story plan would not exceed 12' in height on the 0 setback side and would only
cover ap-prox~mately 35% of the first floor. Discussion regarding possible
restrictions to limit number of two story models in the tract. Mr. Boeger moved
to approve the Precise Plan and Tentative Tract 6345 revisions as presented with
the conditions that the second story be constructed over the garage and rear of
dwelling only, no more than 24 two story homes in Tract 6345 or more than 40% two
story homes in entire development with deed restriction to prohibit any additional
two story homes. sidewall on 0 setback side of two story homeshall not exceed 12",
if reconstruction is ever required or desired all plans are subject to review by
Architectural Review Committee prior to issuance of building permit, any areas
requiring surcharge must have approval by City Engineer of special design ~f foundation
for two story units. Seconded by Mrs. Lanning and Passed unanimously. Resolution 213.
3. Continued Plan Review - Artman
Presented more detailed plans of proposed addition. as requested. Mr. Boeger
moved to approve Plan Review PR-1-68 as presented. Seconded by Mr. Murphy and
passed unanimously. Resolution No. 214.

Letter received from Division of Highways advising they plan to give consideration

to parks and recreation areas in establishing right-of-way for any future development.
Received and filed.
Letter from Wong Artarne requesting an amendment to the variance granted him. He
requests reduction in easement to be granted to the city to protect corner of his
building. Reduction in area would still provide sufficient clearance. Mr. Peters
moved to allow reduction in triangular easement from 8' sides to 5' sides. Seconded
by Mrs. Lanning and passed unanimously. (V-28-67) Resolution No. 215.
Orange County Planning Commission Use Variance application in Surfside furnished
for information. Received and filed.
Action on pro~osed increase in off-street parking requirements in multi-residential
zones deferred until next meeting to be considered with curbcuts and density.
Consideration of proposed Rules and Regulations deferred until first regular meeting
in June.
No further business, the meeting was adjourned at 9:30 P.M.
