MINUTES OF PLANNING COMMISSION MEETING ON AUGUST 21, 1968
The Seal Beaoh Planning Commission met in regular session on Wednesday,
August 21, 1968, in the Counoil Chamber at City Hallo
Present: Barton, Crowley, Lanning, Peters
Absent: Murphy
The meeting was oalled to order by Chairman Crowley at 7:35 P.Mg Mro
Terry Barton, newly appointed Commissioner, was introduoedo

James Jo Hood, by his attorney Jim Bentson, 131 Main Street, Seal
Beaoh, made request for a ohange of zone for property desoribed as
Lot 6, Blook 207, Stanton and Lothian's First Addition, Requested ~
ohange is to c-o (Offioe Professional) from R-3 (Myltio1A R~idential).~~~~
This request is oonsistent with the General Plan. ~ther oommero~'\~o-
uses in the area (non-oonforming). Uses allowed in requested zone
are oompatible with a residential areao General disoussion of use
planned for site as well as parking arrangementso One written protest
from W. R. OIBryant regarding reduotion of value of residential
propertyo Hearing olosed. Mr. Peters stated he did not feel that
professional offioes would be detrimental to the area nor would oreate
as muoh if any parking problems as multiple living units would. Mrsg

Mrs. Lanning moved to reoommend to. the City Counoil the ohange of
zone as requested beoause of the oompatibility of uses, oonfo~ity
to the General Plan and the faot that it would not be detrimental
to the area. Seoonded by Mro Peters and passed unanimously by the

2. Plan Review - James Hood and Jim Bentson, pR-9-68
Mr. Bentson presented preliminary plans for oonversion of the existilg
building at 701 Eleotrio (property reoommended for rezoning above).
Disoussion of parking requirements and arran~ement provided in pIano
Action postponed until meeting of September 4 to allow submission of
revised planso

Charlotte D. Reed, 1416 Eo 1st St.f Long Beaoh, owner of the property
at 905 Fathom (Lot 338, Traot 18l7), and represented by her song
John J. Reed, 905 Fathom, requested a varianoe to permit an addition
to an existing struoture to enoroaoh into the required rear yard
setbaok to 6 ft. of the rear property line. Total max~ lot
ooverage allowed is 40~. This addition would make a total of 40.55~
of lot ooverage. Exoessive lot ooverage was considered minimalo No
objections were received. Discussion of problem of permitting this
type of enoroachment setting a precedenoe. Abutting rear properties
terraced and at a higher elevation, so addition would not encroach

st~eet. Mro Peters moved to grant to variance stipulating no grant
of privilege. Approval based on total lot coverage, elevation of
neighboring properties, and location: "Of ',addition creating no change
in appearance or aesthetics of the area. Seconded by Mr. Barton
and passed unanimously by the members present. Resolution No. 241.
4. Public Hearing - Go 00 and Lo E. Jones, V-14-68
Mro Jones, 632 SeabreezG, presented plans rGquesting a variance to
permit the second stol'y to encroach 18" into the rear yard setback
and a reduction of the interior sideyard of 2v.
Mr. Peters disqualified himself because he owns comparable property
nearby. He further stated that his disqualification did not indicate
either a pro or con attitude and had not discussed the application
with anyone.
It was p.ointed out that many variances had. been granted for the second
story to encl'oach into the rear yard. Applicant providing one additional
foot for the exterior side yard. Other resiments pointed out that this
was last undeveloped parcel in area and request would conform to
other properties. Discussion of parking - plans meet minimum require-
ments. Hearing closed. MI-so Lanning moved to approve the variance
based on findings above" Seconded by Mr. Barton and passed by the

50 Public Hearing - RosalIa Taranto, V-15-68
RosalIa Taranto, 145 13th Sto, Seal Beach, applied for a variance to
pe~it construction of an apartment attached to the real' of an existing
residence. Second story would encroach 3' 6" into rear setbacko
Similar variances have been granted. Provision for side entry is
adequate for access and movement of furniture. Applicant stated
that bedroom on first floor is an integral part of the living unit
and would not be rented as a separate unit" Violation of that
statement would make variance null and void. Hearing closed" Mr"
Barton moved to approve the variance. Seconded by Mr. Peters and
passed unanimously by the members present. Resolution No. 243.
6. Public Hearing - Don Hadley, V.16-68
Mro Don Hadley, 239 8th St., Seal Beach, presented plans and requested
a variance for substandard side yards abutting 'tront' entrances to
units. After discussion, r1r. Hadley withdrew the plans for revision
and further consultation with the city staff. Mrs" Lanning moved
to table th,e application. Seconded by Mr. Barton and passed unanimously"

70 Public Hearing - Harold Harris and Sheldon Golison, UV-4-68
Mr" Golison, 1505 Beachcomber Dr., Seal Beach, representing the
applicants, requested a Use Varianoe to permit construction and
operation of a Taco Bell driveGin restaurant at the southwest
corner of 10th St. and Pacific Coast Highway, described as Lots
49 and 51, Block 209, Bay View Tract" Area zoned C-l but is
highway oriented. Site extremely small for type of use. However"
use is compatible with other uses in the area and would nmt be
detrimental if parking problems can be solved" One protest made
by Ann Koch, 339 lOth St", concerning parking, litter and noise
prOblems that this use could create. A number of persons in the
audience spoke in favor of the request. A survey ~resented by
Mr. Mulqueeney of parking provided and desired by other Taco Bell
restaurants in the county indicated parking arrangement planned
would not support this use. Hearing closed" Commission continued
until next meeting to allow staff, Mr. Golison and Taco Bell
representatives to consult further about parking, landscaping and
peak load requirements.
8. Plan Review - Beverly Manor, Inc., PR-12-68
Beverly Manor, Inco" 3100 Beverly Manor Rd., Seal BeaCh, presented
plans for identification signs at the convalescent hospital under
constructiono Signs to be illuminated from within and care has
been taken to prevent them from bothering residents within Leisure
Worldo Mro Peters moved to approve the plans as presented" Seconded
by Mro Barton and passed unanimously by the members present"

Mro Berreman, 1435 Catalina, Seal Beach, presented plans for
construction of a tri-plex at 225 7th St" (Lot 25, Block 106, Bay
City Tract)" Plans meet all requirements of the zoning code.
Mr~. Lanning moved to approve the plans as presented. Seconded
by Mr. Peters and.passed unanimously by the members presento

100 Unfinished Business
A proposed resolution presented to the Commission selecting the
boundaries of the Riverfront Redevelopment Survey Area No" 1. After
discussion of proper wording, Mr" Peters moved to recommend to the
City Council the adoption of boundaries as shown in Exhibit A
attached to the proposed resolution. Seconded by Mrs" Lannipg and
passed unanimmmly by the members present. Resolution No. 246.
11. New Business
City Council recommended that the Planning Commission study and
recommend new minimum sizes for living units" Chairman directed the
staff to submit a report"
