MINUTES (OF PLANNING COMMISSION MEETING ON SEPTEr-mER 4, 1968 The Seal Beach Planning Commission met in regular session on Wednesday, September 4, 1968 in the Council Chamber at City Hallo Present: Barton, Crowley, Lanning, Peters Absent: Murphy The meeting was called to order by Chairman Crowley at 7=35 P .Mo Mro Murphy's absence was excusedo The minutes of the meeting of August 21, 1968, were approved as correctedo 10 Public Hearing - Shapell Land Coo, UV-5-68 Shapell Land Coo, 8857 WO Olympic, Beverly Hills, requested a Use Variance to permit the mntinuance of an existing sign board installed under a previous use variance which has expiredo Location is the northeast corner of Los Alamitos and San Diego Freeway. Time requested until completion of tract known as College Park Easto Mro Peters moved to grant the Use Variance as requested subject to ratification by the City Councilo Seconded by Mrs. Lanning and passed unanimously by the members presento Resolution Noo 2470 2" Public Hearing - Code Amendment, Minimum Dwelling Uni t Si~e The staff submitted a report on other cities' requirements. Mro Ericksen stated that room size should be considered. Letter received from a property owner suggesting methods to allow some variableso Hearing continued until next meeting to allow Commissioners time to study the materia10 30 Plan Review - Turcon Investments, PR-14-68 Turcon Investments presented plans for review for construction of an apartment building on Lots 39 and 41 and 1/2 of Lot 37, Block 5, Bay City Tracto Plans meet all zoning code requirementso However, since there was doubt regarding conformity with the building code, the Plan Review was continued to allow the Building Department to check the plans before final action. 40 Plan Review - Henry Ericksen, PR-15-68 Henry Ericksen presented plans for construction of an eight unit apartment building on Lots 28 and 30 and l~ of Lot 32, Block 5 Bay City Tract. Plan Review continued until after public hearing for Varianceo ""-. . . . . e e 50 Plan Review ~ Douglas Oil Coo, PR-16-68 Douglas Oil Coo presented plans ror replacement or identirication sign at their existing service station located at 16305 Paciric Coast Highway, Surrside, Seal Beacho Dererred until later in the meetingo 60 Unrinished Business ao Atlantic Richrield, PR-8-68 Continuation or Plan Review ror new service station at 5th Sto and Paciric Coast Highway. Revised plans wera submittedo Basic considerations were with the compatibility with abutting uses (Suburbia and dinner house). Applicant agreed to coordinate the perimeter wall with Suburbia developerso Also they gave a guarantee to have the restaurant building conform architecturally with the tract and service stationo General discussion held regarding landscaping, lighting, signs, etco Mrso Lanning moved to approve the Plan Review with the ro11owing conditions: (a) All utilities underground; (b) Three groves or trees in side planter and landscaping subject to approval or City Engineer; (c) Perimeter walls and racade shall be same material; (d) Portable signs prohibited, price signs must be attached to pole; (e) Low level area lighting required, nor.mal canopy lighting permitted, type and location subject to approval or City Engineer; (r) Parking stalls to be striped and two stalls relocated; (g) fype and color or roof, walls, etco subject to approval of City Engineer; and (h) Planter along SW property line to be rounded to improve accesso Seconded by ~o Barton and passed unanimously by the members present. Resolution Noo 2480 bo Jim Bentson, PR-9-68 Continued until next m~etingo Co Golison/Harris, UV-4-68 (Taco Bell) Request for Use Variance to permit construction of a Taco Bell at the corner of lOth Sto and Pacific Coast Highway was given further considerationo The secretary cited the starr report and also discussed the lack or area ror this type or use. Discussion or traffic and parking problemso Two additional letters or protest were received concerned with trarric congestion as well as litter. Atter extensive discussion, Mro Peters moved to deny the Use Variance based on the inadequate area ror this type of use as well as parking ror this use, dirricu1ties that would be createa in trarric control and lack or area ror landscaping. Seconded by Mrso Lanning and passed unanimously by the members presento Resolution Noo 249. 70 Plan Review, Douglas Oil Coo, PR-16-68 Review deferred rrom earlier in the meeting. Discussion or alterations and improvements to be made at existing station. Low level lighting to be provided and tire racks to be removedo New sign meets the code requirements 0 Mr. Peters moved to approve the plan review ror the new sign with the conditions that no portable signs be allowed (all small signs be mounted on posts) and that major sign meet height requirements.
