MINUTES OF THE PLANNING COMMISSION MEETING OF DECEMBER 4, 1968 The Seal Beach Planning Commission met in regular session on Wednesday, December 4, 1968, in the Council Chambers at City Hall. Present: Absent: Barton, Crowley, Lescher, Peters Lanning The meeting was called to order by Chairman Crowley at 7:37 P.M. Mrs. Lanning's absence was excused. The _minutes of,-;the' meettng.'of"Nov~mber 20, 1968 were approved as presented. I. Public Hearing - Peter Trama, UV-6-68 Peter Trama, 5441 Meadowlark Dr., Huntington Beach, presented plans to permit an eating establishment with cocktail lounge in a C-l Zone (Seal Beach Shopping Center). Street address is 1017 Pacific Coast.Highway. Discussion of desirability and need for such a use in the City. ~" The; staff(>repor'~ed_ that it is a regular practice to have at least one such establishment in a shopping center. Mrs. Klein of 1211 Marlin protested having liquor sold in the center because so many children frequent the area. Public hearing closed. Commission discussed the area planne~ for the cocktail lounge and felt it should be reduced in size to emphasize that it is the secondary use. A list of conditions were discussed and approved to be a part of Use Variance approval. Mr. Peters moved to approve the Use Variance subject to the list of conditions, reduction of area for cocktail . lounge and ratification by the City Council. Seconded by Mr. Barton. AYES: NOES: ABSENT: Barton, Peters, Crowley Lescher Lanning Resolution No. 263 II. Public Hearing - Eugenia Gorman, V-2l-68 Eugenia Gorman, 3534 W. Beverly Blvd., Montebello, submitted plans for construction of a 7 unit apartment b~ilding with 3' sideyards on Lots ,39 &)41~ BIQcK: 13~:Bay City Tract (141 14th St.). Lot area provides for maximum of 6~ units, and parcel width requires 5' sideyards. Protests were received from Mr. Koch, Mr. Wymore',&Mr. Bennett regarding increased congestion of buildings and parking created by extra units. Hearing closed. Mr. Peters felt that planners had devoted much study to developing minimum sideyard standards for light, air and community aesthetics and should be maintained. He saw no hardships to the property Owner in this case. Mr. Barton moved to deny the variance. Seconded by Mr. Peters and passed unanimously by the members present. Resolution 264. III. Public Hearing - W. o. Wells, V-22-68 W. O. Wells, 226 6th St., Seal Beach, through his representative Donald 0~5rien, requested a variance to permit a second story to encroach 5 ft. into the rear yard setback on Lots 26 & 28, Block 106, Bay City Tract. The Chairman directed the staff to request more complete plans and to defer action until they had been received. . e e . IV. Public Hearing - Miller & Hendrickson, V-23-68 Paul Miller and Mary Jo Hendricksen, 133 11th St., through their representative Donald O'Brien, requested a Variance to permit the second story to encroach 5 ft. into the rear yard setback on Lots 32 &'30, Block 11, Bay City Tract. Mr. Peters disqualified himself in this action because the applicants are his.olients. Mr. Miller requested deferment until new plans had been prepared. V. Plan Review - Wallace Chiswell, PR-2l-68 Mr. Chiswell, 1620 W. Pacific Coast Highway, Long Beach, presented plans for construction of a single family dwelling unit in the R-3 Zone. Property described as Lot 35, Block 13, Bay City Tract (135 14th St.). Code requires 2 off-street parking spaces be provided for single family dwellings. The plans show one space. Chairman continued the plan review until revised plans are received or the applicant applies for a variance. VI. Plan Rey.iew;~ Neil Franklin, PR-22-68 Neil Franklin, 1000 Pacific Coast Highway, presented plans for a double face illuminated pole sign for tire sales at his existing service station. Sign location does not conform to Code. Applicant advised to present revised plans or apply for a variance. Review continued. VII. Unfinished Business . The proposed amendment revising the required floor area per dwelling unit was continued for further study. A letter was received from Mr. Risner, City Manager, regarding an amendment to the zoning of Annexation No. 66-1. Staff directed to post legal notice for a public hearing in this matter to be held at the next regular meeting. Planning Commission advised of an invitation to a reception at McGaugh School following the presentation of the Messiah. Informal discussion of the Surfside area.
