HomeMy WebLinkAboutPC Min 1969-01-15 . . . e e MINUTES OF"THE PLANNING COMMISSION MEETING OF JANUARY 15, 1969 The Seal Beach Planning Commission met in regular session on Wednesday, January 15, 1969, in the Council Chambers at City Hall. Present: Absent: Barton, Lanning, Lescher, Peters, Crowley None The meeting was called to order by Chairman Crowley at 7:38 P.M. The minutes of the meeting of January 2, 1969 were approved as presented. 1. Public Hearing - Mr. and Mrs. Warren W. Morton, V-27-68 Mr. and Mrs. Morton, l12B 14th St., presented plans for construction of two apartment buildings on adjoining 25 foot lots with the second story encroaching 6'6" into the rear yard setback on Lots 51 & 53, Block 12, Bay City Tract. Street addresses would be 151 ~ 153 13th Street. Mr. Morton stated similar variances had been granted to neighboring properties and he presented photographs verifying this. Discussion followed on the necessity of encroachment as well as the economic purpose of two small. buildings instead of a single building. The exterior detail was discussed. Mr. Morton stated he had a rendering, but did not bring it for viewing by the Commission. No protests written or oral were received. Commission members expressed concern ove~ plans which would allow. conversion to additional units with "minimum remodeling. Mr. Barton moved to defer action to the next regular meeting to allow applicant to review and discuss possible revisions with the staff. Seconded by Mr. Lescher and passed unanimously. 2. Continued Public Hearing - Michael Comminos, UV-1-69 Mr. Comminos has applied for a Use Variance to allow operation of a restaurant with an on-sale liquor license at 1600 Pacific Coast Highway. Applicant not present. Mr. Barton moved to continue the hearing until applicant is present to answer questions. Seconded by Mr. Peters and passed unanimously. 3. Public Hearing - Neil Franklin, V-1-69 Mr. Franklin, 1000 Pacific Coast Highway, Seal Beach, requested a variance to permit installation of a pole sign for advertisement of products 1'9" from the side property line. Location of the buried gasoline tanks precludes installing the sign the required 5' from the property line. It was pointed out to the Commission that a non-conforming billboard is located on this service station site. Landscaping of the site was discussed to improve the appearance of the site. Hearing closed. Mr. Barton moved to approve the variance with the conditions that the price signs be mounted on poles, only one exterior tire display allowed, landscaping to be approved by the City Engineer, and all tires and debris be removed from the alley within 30 days. Seconded by Mrs. Lanning and passed unanimously. Resolution No. 275. 4. Oral Communications Mr. Greaves, 1407 Ocean, asked for information as to procedure to reactivate his request for variance. He was advised how to contact the city staff. . e . Mr. Mulqueeney advised the Commission that the redevelopment plan would be presented to the City Council on Monday, January 20, 1969.
