MINUTES OF THE PLANNING COMMISSION MEETING OF FEBRUARY 22, ~969
The Seal Beach Planning Commission met in regular adjourned session on Saturday,
February 22, 1969, in the Council Chambers at City Hall.
Present:

The meeting was called to order by Chairman Crowley at 9:05 A.M. Mrs. Lanning's
and Mr~.Lescher's absences were excused.
1. Unfinished Business
(a) Continued Public Hearing - M. A. Sharon, V-2-69
Mr. Sharon furnished an amended application for two identical buildings on adjoining
lots with second story encroachment into the rear yard setback. There were no
protests. Mr. Peters moved to approve since the new construction would improve
'the area and many similar variances had been granted. In addition, the Planning
Commission directs the Building Department to proceed with granting of building
permits on actions taken this date whether or not the permit is actually issued
prior to March 1, 1969. Seconded by Mr. Barton and passed unanimously by the
members present. Resolution No. 293.
(b) Continued Plan Review - Frank Curtis, PR-2-69
Mr. Curtis submitted revised plans with unit areas increased and sideyard setback
corrected to meet requirements. Mr. Peters moved to approve the plans with the
same direction to the Building Department as in Resolution No. 293. Seconded by
Mr. Barton and passed unanimously by the members present. Resolution No. 294.
2. Public Hearing - Wayne Shaddox, V-9-69
Wayne Shaddox, 222 7th St., Seal Beach, requested a variance to permit construction
of an addition to an existing building with a four foot sideyard setback on the
southerly side and four foot second story encroachment into the rear yard. One
unit was shown as substandard in area, but Mr. Shaddox advised that plans were
being revised to conform to minimum area. The existing building has a four foot
sideyard setback and new construction would follow same line for better appearance.
Legal description is Lots 22 and 24, Block 107, Bay City Tract (222 7th St.).
Mr. Barton moved to approve the request for the second story encroachment into the
rear yard and the southerly four foot sideyard. All units must meet minimum code
area requirements. Same direction to the Building Department as in Resolution
No. 293. Seconded by Mr. Peters and passed unanimously by the members present.
Resolution No. 295.
3. Public Hearing - Kay Long, V-lO-69
Kay Long, 173 Kathleen Lane, Orange, requested a variance to pennit a second story
encroachment into the rear yard setback on Lot 37, Block 12, Bay City Tract.
(137 13th St.). One written protest received concerned about obstructing view of
others. Mr. Barton moved to approve as submitted with the same direction to the
Building Department as in Resolution No. 293. Seconded by Mr. Peters and passed
unanimously by the members present. Resolution No. 296.

4. Public Hearing - J. Richard Braitsch, M. D., V-ll~69
Dr. J. Richard Braitsch, 344 Ocean Ave., Seal Beach, requested a variance to
. permit the second story to encroach into the required rear yard and the front
balcony to encroach one foot into the front yard.on Lot 23, Block 5, Bay City
Tract (123 6th St.).. No obj~ctions. were made. The Commission commended Dr.
Brai tsch on the design '. of '. the proposed building. Mr. Peters moved to approve

in Resolution No. 293. Seconded by Mr. Barton and passed unanimously by the
members present. Resolution No. 297.
5. Public Hearing - Max Phelps, V-12-69
Max Phelps, 3520 Long Beach Blvd., Long Beach, requested a variance to permit
the second story to encroach into the rear yard setback on Lot lZ, Block 107,
Bay City Tract (212 7th St.). Identical plans have previously been approved
for another lot in the city. No protests. received. Mr. Peters moved to approve
the request with the same direction to the Building Department as in Resolution
No. 293. Seconded by Mr. Parton and passed.unanimously by the members present.
Resolution No. 298~
6. Public Hearing - W. R. Greaves, V-13-69
Mr. & Mrs. W. R. Greaves, l405B Ocean Ave., Seal Beach, requested a variance to
permit the second story to encroach into the rear yard setback. Location is.
Lot 4, Block 14, Bay City 'Tract (1407 Ocean Ave.). Plans were previously approved
by Plan Review without the encroachment. One protest received concerned with
abstruction of view. Discussion of front garage and curb cut resulted in
recommendation by Commission that it be eliminated. Mr. Peters moved to approve
the request for the second story encroachment into the rear and eliminate the
front curb cut. The same direction to the Building Department as in Resolution
No. 293 to be included. Seconded by Mr. Barton and passed unanimously by the
members present. Resolution No. 299.
7. Public Hearing - R. Linton, V-13A-69
Mr. & Mrs. R. Linton, 230 6th St., Apt. 3, Seal Beach, requested a variance to
permit the second story to encroach into the rear yard setback and enabling the
owner to enlarge an existing unit on Lot 30, Block 106, Bay City Tract (230 6th St.).
No protests and new construction would not be detrimental to the area. Mr. Barton
moved to approve the request as submitted with the same direction to the Building
Department as in Resolution No. 293. Seconded by Mr. Peters and passed unanimously
by the members present. Resolution No. 300.
8. Public Hearing - Nicholas E. Smith, V-14-69
Nicholas Smith, 125 13th St., Seal Beach, represented by Mrs. Cathleen Finn of the
same address requested a variance to permit second story to encroach into the rear
yard setback at Lot 25, Block 12, Bay City Tract (125 13th St.). Mr. Peters
disqualified himself due to having had legal consultation with the applicants
regarding this property. This left no quorom for the hearing and it was continued
to the next regular mee~tng with no prejudice. Staff directed to readvertise the
hearing including variance from new parking requirements.

9. Plan Review - Siverson & Sanders, PR-4-69
Application made by Mr. WIn. B. Siverson and Kenneth Sanders for Plan Review was
withdrawn.
10. Plan Review - Glenn M. Snyder, PR-5-69
Glenn M. Snyder, 10077 Los Caballos Ct., Fountain Valley, presented plans for
construction of a six unit apartment house on Lots 24 and 26, Block 108, Bay City
Tract (224 & 226 8th St.). The plans meet all conditions of the code. Mr. Barton
moved to approve the plans as submitted.with the same direction to the Building
Department as in Resolution No. 293. Seconded by Mr. P~ter$ and passed unanimously
by the members present. Resolution No. 301.
11. Plan Review - June W. Sexton, PR-6-69'
June W. Sexton, 131 14th St., Seal Beach, presented plans for construction of a
single family unit on a lot with an existing single family unit. Location is
described as Lot 31. Block 13, Bay City Tract. Discussion held on possible
conversion of lower bedroom and bath into an additional unit.with no parking
facilities. Mr. Peters moved to approve the plans with the condition that the
stairway be revised into. an open type of stairs to prevent conversion to another
unit. Thersame ij~rection to the building department was made as in Resolution No.
293. Seconded by Mr. Barton and passed unanimously by the JDembers present.
Resolution No. 302.
. 12. Plan Review - Edward F. Campbell, PR-7-69
Edward F. Campbell, 220 5th St., Seal Beach, represented by Del Bunch Corporation,
9303 E. Alondra Blvd., Bellflower, presented plans for construction of new
garages with a second story unit on the rear of property located at 220 5th St.
Discussion of new construction and old buildings being retained on the front of
lots creating a future problem. Action deferred until the end of the agenda to
allow the representative time to contact owner of property.
13. Plan Review - Charles F. Mason, PR-8-69
Charles F. Mason, 214 Sixth St., Seal Beach, presented plans of an existing
building constructed for use as a dup~ex. Building presently being used as a
one family unit, but all equipment except for kitchen have been installed. Mr.
Barton moved to approve the duplex plans as submitted dated 2/23/61 as revised on
3/16/61 showing upper story unit with kitchen. Commission made same.direction to
Building Department as was made in Resolution No. 293. Seconded by Mr. Peters and
passed unanimously by the membe~s present. Resolution No. 303.
14. Plan Review - Lucea Courtney, PR-9-69

Lucea Courtney, 222 14th St., Seal Beach, represented by Del Bunch Corp., 9303", Alondra,
Bellflower, presented plans for construction of one additional unit on Lot 18 &
Nly 1/2 of Lot 16, and 5~' of Lot 20. Block 221, Tract 10 (218 14th St.) Existing
building to be modified to have compatible roof line and exterior trim with new
construction. Mr. Peters moved to approve the plans as submitted with the same
direction to the Building Department made in Resolution No. 293. Seconded by
Mr. Barton and passed unanimously by the members present. Resolution No. 304~

. 15. Plan Review - Beverly June and Thomas Clement Brady, PR-10-69

Mr. and Mrs. Thomas Brady, 1607 Electric Avenue, Apt. 1, Seal Beach, presented
plans for construction of apartments on Block 11, Lot 25, Bay City Tract. Street
address is 125 12th St. Rear balcony encroaching into rear yard was deleted.
Mr. Peters moved to approve the plans with the balcony deleted. The same
direction was given to the Building Department as in Resolution N~. 293. Seconded
by Mr. Barton and passed unanimously by the members pr~sent. Resolution No. 305.

16. Plan Review - Goldia Kredell, PR-11-69 .
Goldia Kredell, 1531 Seal Way, Seal Beach, presented plans 'for construction of
a two s tory duplex on Lot 31, Block F, Tract I.No.', h.' tMr '. Barton moved to, approve
the plans as submitted with direction given to the Buildingpepartment as in
Resolution No. 293. Seconded by Mr. Peters and passed unanimously by the members
present. Resolution No. 306.
17. Oral Communications
Mr. Boynton requested that his plans be considered for Plan Review. Advised that
the plans as submitted required a variance and a public hearing -would be held' on
March 5, 1969.
18. ContinQed Plan Review - Edward Campbell, PR-7-69

Mr. Campbell's authorized representative advised that he could not contact the
property owner.
Mr. Peters moved to approve the plans with the conditions that the exterior color
and/or finish of the existing building ~atch or harmonize with the new construction
and the roof line and roof covering of the existing building match the new
construction to maintain aesthetics. The Building Department was g~ven the same
direction as in Resolution No. 293. Motion seconded by Mr. Barton and passed
unanimously by the members present. Resolution No. 307.
19. Other Business
Mr. Dunn requested proper procedure fora lot split. Scheduled for the next
regular meeting.;
