MINUTES OF THE PLANNING COMMISSION MEETING OF MARCH 19, 1969 The Seal Beach Planning Commission met in regular session on Wednesday, March 19, 1969, in the Council Chambers at City Hall. Present: Absent: Barton, Crowley, Lanning, Lescher, Peters None The meeting was called to order by Chairman Crowley at 7:36 P.M. The minutes of the meeting of March 5, 1969 were approved as presented. 1. Unfinished Business (a) Continued Public Hearing - F. E. Clinton, V-15-69 . Mr. Clinton presented revised plans shortening the encroachment of the second story into the rear yard from five feet to four feet. The upper story would not encroach into the required sideyards, however, the parking would need to encroach approximately one foot into each sideyard to enable the owner to provide the required minimum parking. Mr. Clinton stated he was willing to dedicate an easement to the City for future widening of the alley. Mr. Peters moved to approve the variance as amended subject to the conditions that an easement of 6~ feet be granted to the city for public purposes, and the carport remain unenclosed for emergency access. Seconded by Mrs. Lanning and passed unanimously. Resolution No. 313. (b) Continued Public Hearing - Arthur S. Boynton, Jr., V-16-69 Arthur S. Boynton, Jr., 1111 Seal Way, Seal Beach, requested a variance on Lot 13, Block E, Tract No. 1009, to permit three apartment units with three substandard off-street parking spaces in lieu of required five and to permit the second story to encroach into the rear setback. Plans are similar to those at 1009 Seal Way which were constructed prior to the revision on parking requirements. Discussion regarding the possibility of setting a precedent. Mr. Boy~ton advised that proposed building would not be constructed exactly like plans show. Additional discussion concerning where residents would park off-site in this congested area if insufficient parking provided. Mr. Barton moved to continue the hearing until the applicant can provide plans of his actual plans for construction. Seconded by Mr. Peters and passed unanimously. 2. Oral Communications Frank Osborne of 1013 Seal Way stated he had received approval of a variance in June, 1967, for parking spaces of substandard width. They did not follow through with construction. He wondered if he could have it renewed, because he was unaware of the new parking requirements. Approved variance would have expired in one year. Advised he would have to file new application. 3. Written Communications . A letter from the City Manager was received requesting the Commission to consider proper zoning of the Dow Chemical property as soon as possible to conform with the General Plan and Redevelopment Plan. The Chairman directed the staff to set a public hearing. . e . Another letter from the City Manager requested the Commission to consider possible street name changes. After discussion of several possibilities, the Chairman directed the staff to set a public hearing and to also notify any adjacent property owners as well as to issue an information release to a local newspaper.
