THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY
FEBRUARY 18 1981 IN THE COUNCIL CHAMBERS OF THE CITY ADMINISTRATION

A Draft Land Use Component of the Local Coastal Program
Secretary provlded a hlstory of the Coastal Act and the two years of work by the
local Coastal Program commlttee leadlng to the draft Land Use Plan Two PubllC
Hearlngs have been held on the document by the local Coastal Program commlttee
wlthln the last month to recelve publlC comments on the document
All changes to the Draft Land Use Plan were explalned for the beneflt of the audlence
PubllC Hearlng opened Phll Lund Presldent of Surfslde Colony Ltd spoke at
length about the proposed condltlons (pollcles 4 & 5 page 35) relatlng to publlC
access to the west beach area Vla PhllllPS Street gate and the potentlal lmpacts on
the Colony D1Scusslon followed on the factors relatlng to the pollcles to prcvlde
beach access at the west end of the Colony PubllC Hearlng closed The Plannlng
Commlsslon dlscussed varlOUS pollcles related to the Department of Water & Power
s1te publlC translt serVlce houslng and publlC access to the west beach area of
Surfslde
Covlngton moved seconded by Gllkerson to amend POllCY 5 page 35 to read
Should Federal ploperty be obtalned adJacent to the western
portlon of Surfslde Colony that property shall be used In a
manner that provldes publlC access to the publlC beach area
The easement allowlng access through the Surfslde gate house
shall be abandoned for the tlme the access way through the
mllltary slte 1S In eXlstence
Motlon unanlmously approved by Commlssloners present
Rlpperdan moved seconded by Gllkerson to amend POllCY 7 page 36 to read
A comblnatlon of parklng avallablllty and publlC translt
serVlce shall be malntalned durlng Vlsltor hours at a
level WhlCh maXlmlzes all segments of the publlC s abll1ty
to easlly reach the pler and beach areas (see Map 6)

Covington moved, seconded by Leibert to amend Policy 15, page 39, to read:
....'D.W.P. Parcel. The Land Use Plan for the Department of
Water and Power (DWP) parcel shall be the Callfornia Coastal
Conservancy Coastal Restoratlon Project #3 as approved by
the California Coastal Commisslon on June 29, 1979, as
shown on Map 9 and more specifically described in detail on
page 2 of the Staff Summary of the Coastal Restoration Project
(see attachment 1). The plan is understood to be conceptual
and includes a range of possible uses to insure economic
feaSibility while maintainlng consistency with the provisions
of the Coastal Act.

In order to make the Department of Water and Power Restoration Plan economically
feaslble, the Conservancy/Coastal Commission/City Councll/Redevelopment Agency may
modlfy the approved restoration plan provlded:
a. Minlmum of 70% of site remains in open space.
b. Maximum of 30% of site is devoted to development.
c. The open space and developed areas on the slte are as shown
on Map 9.
The intent is to malntain the nature, scope and intent of the restoration plan as it
relates to types of uses. No industrlal uses or other types of uses not covered in
the restoration plan shall be Substltuted for a use in the plan."...
Motion unanimously approved by Commissioners present.
Gllkerson moved, seconded by Knapp to amend page 41 as follows:
1. Delete all but last full sentence of Section 2.4.4.1.
2. Add words "or selllng for no more than 2.5 times gross annual
income.'. after words "monthly lncomell in last line on the page.
Motion unanimously approved by Commissioners present.
Gilkerson moved, seconded by Rlpperdan to amend Policy 22, page 44, line 3 -
add words "meeting locally generated housing needs and" after word "City."
Motlon unanimously approved by Commissloners present.
Knapp moved to forward the Draft Land Use Plan to City Council, as modified by the
L.C.P. Committee and Planning Commlsslon, for public hearlng and Council action.
Motlon seconded by Gilkerson and unanlmously approved by Commissioners present.

ORAL COMMUNICATIONS
Covlngton expressed concern about the length of tlme between Planning Commisslon
meetings. After discussion, the Commission agreed that meetings should be held
at least once a month. In this way the Commlssion and Staff can exchange information
and the cltizens have an opportunity to address the Commission on a regular basis.
WRITTEN COMMUNICATIONS
All written communications were ln conJunctlon with regular agenda items.
REPORT FROM SECRETARY
Knapp noted that one amusement machine remalns in the Tastee Freeze, and that a truck
rental business is being run from the Shell Statlon (Maln and Pacific Coast Highway)
and the ARCO Station (Lampson and Seal Beach Blvd.)
A brlef report was given on the 1980 Census at the request of the Planning Commission.
