MINUTES OF THE PLANNING COMMISSION
MEETING OF MARCH 18, 1981
The Planning Commission met in regular session on Wednesday, March 18,
1981 ln the Council Chambers of the City Administration Building, 211 8th
Street, Seal Beach. The meeting was called to order at 7:30 P.M. by
Chairman Covington. The pledge to the flag was led by Commissioner Ripperdan.

The minutes of the March 4, 1981 meeting were held over for Commission
actlon at the April 1, 1981 meeting.
1. Public Hearing
A. Proposed Amendment to Zoning Regulations to Limit Building
Heights on Small Residential Building Sites.
The purpose of the proposed amendment is to limit building heights
to one story or 15 feet in height on small non-conforming residential
lots, parcels or building sites.
Public Hearing opened.
Bob Taylor, 9 Cottonwood, spoke in opposition to the proposed
amendment on the basis that two story cabanas are a positive addition
to the trailer park and objectlons on aesthetics are based upon
cabanas under construction.
The Planning Commission expressed concern about the lack of protection
on the investment by the individual resident who builds a cabana on
rented land.
Public Hearing closed.
Commissioner Knapp expressed an opinion that the City should have
been formally notified by the State and given an opportunity to
comment upon the proposed Title 25 height waivers prior to approval.
After discussion, the Commission directed staff to notify Mr. Dawson
by letter of the Commission's concerns about the trailer park project.
Specificially, the Commission looked unfavorably upon the State
approved waivers from Title 25 and the fact that the City did not
have an opportunity to comment upon the waivers. In addition, the
Commission was of the opinion that since individual entitlements
appear insufficient to construct a 2-story cabana, the trailer park
management perhaps should not have approved of 2-story cabanas
being built on their property without proof of the tenants' sufficient
funds to insure the completion of the structure.

The Commission unanimously recommended the City Council adopt:
1. Imposition of an amortization period for existing 2-story
cabanas.
2. Establish a time certain in which to complete all 2-story
cabanas under construction.
3. Any cabanas not finished within this time period to be
demolished at the expense of the management of the trailer
park; since the management failed to insure that there was
sufficient funds to complete the cabanas.
Commission Chairman Covington noted that the existence of
2-story cabanas:
1. Infringes on the privacy of adjacent residents,
2. Imposes additional noise on adjacent properties,
3. Diminishes the quality of life,
4. Imposes potential safety hazards to both the resident and
adjacent properties due to increased fire loads, and
5. Has a negative impact on aesthetics.
At the conclusion of the discussion, Ripperday moved to approve
and recommend to City Council adoption of the proposed ordinance limiting
building heights on small non-conforming lots, parcels and building sites.
Motion seconded by Knapp and unanimously approved by members present.

4. Report from Secretary
A) Architectural Review Board - The amended Architectural Ordinance
will be brought back to the Planning Commission for recommendations
after modification by the City attorney.
B) Secretary noted that homeowners from Marina Hill were being asked
to meet to discuss the proposed Hellman Development Plans as it
relates to potential fence encroachments onto the Hellman Land.

C) Hellman Draft EIR - will be before the EQCB on April 21,
1981 for public hearing.
D) Covington inquired on the possibility of the City looking into
the zoning of Rockwell Land for its commercial potential in
servicing the demands of the proposed Hellman Development.
E) Secretary presented an update on code enforcement in the
downtown area.
F) Covington asked staff to explore the possibility of waiving
permit fees on solar installations to encourage energy conservation.
