The meetlng was called to order at 7:40 p.m. by Chalrman Goldenberg and the pledge of alleglance was led by Commlssloner Perrln. Motlon Carrled PUBLIC HEARINGS A. Condltlonal Use Permlt 10-84 & Tentatlve Parcel Map 84-1003 Request was to convert an eXlstlng trlplex lnto three condomlnlum unlts. At the May 16, 1984 hearlng, lt was dlscovered that a new tenant was not lnformed of the pendlng converSlon, therefore hearlng was contlnued to thlS date to allow further study of sltuatlon. Staff report presented. An agreement between unnotlced tenant and owners for a 1 year long-term lease was made. Recommendatlon was for approval of the Condltlonal Use Permlt and the Tentatlve Parcel Map. PubllC hearlng opened. Charles Antos, 316 10th Street, representatlve for owner, was avallable for questlons by the Commlsslon. As no one spoke In Opposltlon, publlC hearlng closed. It was lndlcated that thlS ltem should have been process prlor to thlS date. It was noted that thlS bUlldlng has been deslgnated as a natlonal hlstorlc bUlldlng and that devlatlons from the Seal Beach Munlclpal Code would be allowed to preserve the structure's eXlstlng archltecture. Staff recommendatlon was that the Commlsslon approve Condltlonal Use Permlt 4-84 and Negatlve Declaratlon 3-84. Publlc hearlng opened. Thelr flndlngs were now belng submltted to the Plannlng Commlsslon who \Iould reVlew, make comments, express concerns and then submlt the report to the Clty Councll. Larry Stlckney, Asslstant Clty Englneer and staff representatlve for the Parklng & Urban Deslgn Task Force, presented hlS commlttee's report to the Commlsslon. Sllde were shown notlng Maln Street and Paclflc Coast Hlghway as lt now lS, wlth Vlews of other cltles' revltallzatlon programs wlth optlons that could be avallable for our comrnunlty. POlnts of concern was the need for a Maln Street entry ldentlflcatlon, the use of effectlve slgns, street furnlture, landscaplng. One recommendatlon was to retaln archltect and landscape deslgner to pull Maln Street together. John Baucke, staff representatlve for the Market & Buslness Analysls Task Force presented hlS commlttee's flnal summary. POlnts of lnterest were the tenant mlX, the deslre that no new restaurant be consldered for Pler area, and the tenets of a partlclpatlng merchant program. . Commlssloner Hunt compllmented task forces on the excellence and obJectlvlty of the reports. Plannlng CommlSSlon Mlnutes of 6/6/83 - Page 3 e Rlch Harbour, Harbour Surfboards, expressed the need for lmplementlon of recommendatlons as soon as posslble to take advantage of summer season, especlally wlth regard to new store hours. Brlan Sweeney, 140 7th Street, suggested that some portlons of recommendatlons mlght be lmple~ented now rather then to walt untll flnal reVlew process. Commlssloner Goldenberg spoke of the lack of enforcement of the Clty'S present slgn program and the need to begln enforcement for those buslnesses who have not complled wlth our code. Commlssloner Goldenberg lndlcated that he wlshed to hold over comments and concerns untll the next meetlng of the Commlsslon when all members would be present; Commlssloners agreed. Mr. Baucke lndlcated that he would be eble to lnclude the Commlsslon's submlttal of thelr Task Force reVlew In the Clty Councll agenda for the last meetlng In June In order to mlnlmlze delay. Commissioner Goldenberg indicated that he wished to hold over comments and concerns until the next meeting of the Commisison when all members would be present; Commissioners agreed. Mr. Baucke indicated that he would be able to include the Commission's submittal of their Task Force review in the City Council agenda for the last meeting in June in order to minimize delay.
