The meet1ng was called to order at 7:30 p.m. by Cha1rman Goldenberg and the pledge of alleg1ance was led by Comm1ss1oner Hunt. Wrltten response to publlC notlflcatlon of hearlng was recelved from D1Ck Ratcllff, 1522 Ocean Avenue, WhlCh stated approval for grantlng permlt and expressed hope that thlS type of mlnor helght varlat10n permlt would st1rnulate others In the area to lmprove appearance of thelr resldences. . . . Plannlng CommlSSlon Mlnutes - June 20, 1984 Page 2 In response to a questlon by Commlssloner Goldenberg, staff replled that the Unlform BUlldlng Code has been adopted as part of the Seal Beach Munlclpal Code and that the Clty ordlnances do take precedence over the Unlforrn BUlldlng Code. Staff lndlcated that the stalrwell lS an exemptlon from helght In thlS case. Anytlme there lS a stalrwell to a roof deck, there lS no set llmlt as far as helght. At thlS pOlnt, the llmlt lS for the area coverlng the stalrwell only, not the helght. Commlssloner Goldenberg stated that the Commlsslon's lntent was to try to llmlt the helBht of all non-habltable archltectural spaces to fall wlthln the 7 ft. above the allotted roof llne llmlt. PubllC hearlng opened. Peter Arnold, 1606 Ocean Avenue, the appllcant, stated he and hlS archltect were avallable for questlons. Stated he lS a 15 year resldent of Seal Beach and has been worklng on thlS proJect In excess of a year, awaltlng the adoptlon of a mlnor helght varlatlon permlt. Also stated that there lS no way that any portlon of bUlldlng could be enclosed for lllegal use. Tom Zanlten, the archltect, responded to questlons by as to the helght of the chlmney from flnlshed grade. overall helght lS 30 ft, that a chlmney has to exceed proJectlon wlthln 10 foot vlclnlty. Chalrman Goldenberg stated that he felt the ldea shown In the plans was beautlful but that he dld not wlsh to set a precedence for future requests for devlatlons from helght. He felt that the maXlmum of 7 ft helght varlatlon, should apply to all archltectural protruslons, and that he could not approve thlS request for a 14 ft. helght extenslon. Rlch Harbour merchant at 329 Maln Street and representlng the Merchant's Steerlng Commlttee) lndlcated that Thursday evenlng hours were derlved from deslre not to compete wlth mall's Frlday evenlng hours and that most merchants he personnally polled expressed lnterest In remalnlng open untll 9 p.m. on Thursdays. Commlssloner Perrln expressed concern that partlclpatlng merchants wlndow stlcker ml~ht be devlslve to other merchants who were not In program. Mr. Harbour stated that the lntent was to create a core of successful buslness. Mr. Perrln felt a pald coordlnator was an excellent ldea and hoped Councll would agree. Mr. Perrln lndlcated that Commlsslon members, In partlcular, Ron Jessner, have long felt that an entry slgn to Maln Street was needed. Mr. Perrln lnqulr~d whether present slgn ordlnance mlght be changed. Staff felt that Councll may glve dlrectlon as to theme concept for Maln Street and Paclflc Coast Hlghway. Commlssloner Perrln relterated Commlssloner Hunt's compllment to both task forces on the excellence and obJectlvlty of the reports. .
