The meetlng was called to order at 7:31 p.m. by Chalrman Jessner and the pledge of alleglance was led by Vlce Chalrman Covlngton. A. Condltlonal Use Permlt 12-84 Request for for on-sale beer and Wlne In conJunctlon wlth a new restaurant (Rlb Factory) to be located In Bay Clty Center at 500 Paclflc Coast Hlghway, SUlte 104. Staff report presented recommendlng approval of Condltlonal Use Permlt 12-84 wlth condltlons as speclfled In staff report. PubllC hearlng opened. Mr. Norm Calvln, Presldent of Blest, Inc. and the appllcant was avallable for questlons. Mr. Calvln stated In answer to questlons by Commlssloners, that odors would be vented through flue system, that there would be facllltles for the handlcapped, that the restaurant would be closed on Sundays, openlng day to be August 20th. As no one spoke In Opposltlon, publlc hearlng closed. Resolutlon No. 1333 Mr. Covlngton moved to approve CUP 12-84; Perrln seconds. Cond1t1onal Use Perm1t 13-84 Request was for on-sale beer 1n conJunct1on w1th the Rossmoor Racquetball Club located at 12235 Seal Beach Boulevard. Staff report presented 1nd1catlng that a two beer per person 11m1t w111 be enforced. Recommendatlon was for approval of CUP 13-84 wlth spec1flc cond1t1ons. Publ1C hearlng opened. Covlngton expressed concern that a large number of mlnors would be present at the health club. Staff 1ndlcated that the concern over m1nors was taken 1nto conslderat1on and that the owner would be able to enforce rules and regulat10ns of ABC board and C1ty condlt1ons wlth no problem. Staff also lndlcated that owner of the property (Rossmoor Buslness Center) had approved use of property as noted on appllcat10n form. Staff updated Comm1ss1on on State Lands Parcel and presented prellmlnary plans developer drafted for that slte. It was noted that env1ronmental documents must be prepared and sent to C1ty to determ1ne whether a Negat1ve Declarat10n can be f11ed or lf there 1S a need for an EIR. Staff also presented Ord1nance 1155 adopt1ng spec1f1c plan for the State Lands Parcel. It was noted that the C1ty drafted the gU1del1nes under Wh1Ch a developer could bUlld on that slte and that th1S present plan falls w1thln the speclf1c plan gUldellnes. Comm1ss1oner Jessner expressed concern that the slte would be underut1l1zed and that Slnce thlS 1S the entrance to the C1ty, care should be taken 1n grantlng approval of plans. It was determ1ned by mlnute order to d1rect staff to express to appllcant thelr cont1nu1ng concerns that the development of the State Lands Parcel should take lnto account the hlghest and best use of the property as an entrance to the C1ty. Staff presented three samples of spec1f1c plans that provlde greater deta11 than has been done ln the past for Seal Beach.
