ROLL CALL Present: Chalrman Jessner Commlssloners Hunt, Perrln, Vacancy CommlSSloner Covlngton arrlved 8 p.m. Also Present: John Baucke, Dlrector of Development Servlces Dana Ogdon, Admlnlstratlve Alde APPROVAL OF MINUTES Perrln moved, second by Hunt, to approve the mlnutes of the November 21, 1984 regular meetlnB as presented. AYES: NOES: Absent: Hunt, Jessner, Perrln None Covlngton (not yet arrlved) Motlon Carrled . PRESENTATION: It was the concensus of the Commlsslon and so ordered by the Chalrman, to postpone the presentatlon of the framed resolutlon honorlng Mlchael Goldenberg's serVlce to the Clty as a Commlsloner, untll the flrst meetlng In December. PUBLIC HEARINGS A. Zonlng Text Amendment 2-84 A request to establlsh speclflc llmltatlons and publlc reVlew procedures for structural alteratlons, enlargements or expanSlon to nonconformlng bUlldlngs or uses. The Commlsslon Secretary, Mr. Baucke, explalned the steps leadlng to development of ZTA 2-84. He noted that the modlflcatlons proposed by the Commlsslon at the October 17, 1984 study seSSlon were lncorporated In the amendment. Staff recommended approval of the amendment. Coastal cltles were surveyed wlth reference to thelr pollcles for legal nonconforrnlng bUlldlngs, and glven to the Commlssloners for thelr lnformatlon. The Chalrman lndlcated he would llke to have thlS ltem held over untll the followlng meetlng In December, when the Commlsslon would be fully staffed; however, the publlc hearlng would be opened for dlScusslon of the ltem and any lnput from the publlc. Wlth the Commlsslon's consensus, Chalrman Jessner declared the publlc hearlng opened. There were no communlcatlons for nor agalnst the matter. . . . . Plann1ng Comm1ss1on Meet1ng of 11/21/84 Page 2 Jessner also stated that the Comm1ss1on had started work1ng on th1S problem of nonconform1ng propert1es some years ago. Mr. Baucke 1nd1cated that some port1ons of the f1rst amendment regard1ng th1S subJect had been deleted and that 1S why th1S part1cular request 1S before the Comm1ss1on once aga1n. Jessner 1nd1cated that the purpose of the amendment was to allow upgrad1ng of the nonconforrn1ng propert1es. Cov1ngton 1nterJected that encouragement was to not only 1mprove propert1es. but at the same t1me recogn1ze the long term need to br1ng the nonconform1ng propert1es 1nto conformance at some future date. In compar1ng the old draft of th1S amendment to the present. Jessner quest10ned some 1ncons1stenc1es; 1.e.. approval of amen1t1es by Plann1ng Cornm1ss1on. open park1ng. half bathrooms. etc. Those matters were fully expla1ned by staff. Comm1ss1oner Cov1ngton moved to cont1nue the publ1c hear1ng unt11 December 5th. second by Hunt. AYES: NOES: Cov1ngton. Hunt. Jessner. Perr1n None Mot1on Carr1ed COMMISSION REQUESTS Comm1ss1oner Cov1ngton asked staff to prepare report w1th regard to access r1ghts to the State Lands Parcel. ORAL COMMUNICATIONS There were no oral commun1cat1ons. COMMISSION COMMUNICATIONS There were no commun1cat1ons from the Comm1ss1oners. REPORT FROM SECRETARY Mr. Baucke ment10ned that a letter was sent to the State Lands Comm1ss1on outl1n1ng the results of the spec1al adJourned meet1ng of both Counc11 and Comm1ss1on.
