PUBLIC HEARING - TENTATIVE PARCEL MAP 86-395 - 12501 ST. CLOUD
DRIVE - ROSSMOOR BUSINESS CENTER - CENTURY NATIONAL PROPERTIES
Mr. Knight indicated this public hearing was a request from
Century National Properties, owner of the Rossmoor Business
Center, to subdivide the Center into two parcels creating an
independent building site for conveyance purposes. The site was
part of Variance 10-86 heard before the Commission in July 9,
1986. The variance requested the existing structure on the site
be torn down and a new two-story structure be constructed in its
place. That variance was approved by the .Planning Commission
subject to 7 conditions. Knight explained the current proposal
would create two parcels on the site comprised of the office
building and the remaining existing commercial area. The parcel
map was circulated among those City departments for review as
required by code. The Public Works Department subsequently
requested certain conditions be placed on the parcel map.
Staff recommendation was for approval of Tentative Parcel Map 86-
395 subject to the conditions detailed in the January 7th staff
report.

Jessner declared the public hearing open. Mr. Brian

clarification on Condition's 5, 6 and 7 as to

by Public Works Department. Condition #5 was along Seal Beach
Boulevard between Kentucky Fried Chicken and Marie Calendars and
Condition #6 is the driveway on St. Cloud Drive by the Farmer's
and Merchants Bank. The location of Condition #7, the broken
concrete gutter, was unknown to Mr. Knight. Mr. Gibbons
explained that he thoroughly went over the site and could not
find the broken concrete gutter or see the need for the driveway
approach. Mr. Knight indicated Public Works desired the driveway
moved to the boundary of the subdivision to allow for public
access which is a requirement of the Subdivision Map Act. Knight
also indicated an access agreement that could be substitute if
the sole reason for the driveway construction was for public
accessibility. After further discussion, the Secretary felt a
10th condition could be added to so state if Conditions 5, 6 and
7 do not exist or do not need the improvement, that they not be
required subject to agreement by staff and the applicant. Mr.
Gibbons requested that he be invited to the site when staff
inspects the location of conditions 5, 6 and 7. Mr. Gibbons had
no objection to the addition of a 10th condition. Commission
member felt an overlay of existing parking, roads, and exits was
necessary for Commission's decision. The Secretary noted a
tentative subdivision parcel map requires the placement of
existing information, existing improvements on the map. Staff
has reviewed this proposal and determined where it interacts with
the previous ~ariance and the new structure and parking. which is
why the condition is in there that provides for parking
agreements between parcel 1 and the residual parcel. A
Commission member felt that it was necessary to permit direct
access for emergency vehicles and that a parking plan should have
been provided for this reason. Mr. Gibbons indicated that
parking has not been changed under the original variance
application. Mr. Gibbons assumed that all departments including
the fire department received parking layout. Mr. Knight
indicated this application is a subdivision of the land not to
consider changes to Variance 10-86. He further noted for
tentative parcel maps, existing conditions are shown. The
subdivision of this land will not in any way change any of the
conditions placed in a previous variance, but reinforces them.
With regard to condition #1, Mr. Gibbons indicated that the
variance that was approved did provide for trash and transformers
to be enclosed in a 6 ft. high masonry wall. Gibbons explained
that SOCAL Edison may not allow their transformers to be enclosed
or placed underground. Knight indicated if the condition cannot
be made under the terms of Variance 10-86, the variance would
have to be brought back. Mr. Gibbons indicated he would rather
try to work with Edison rather than bring the variance back. A
Commission member asked if City Attorney verified the transfer
of a variance and its terms and conditions from a larger parcel
onto a smaller piece which is then separated. Mr. Knight
indicated that condition #4 which states that for building
setbacks, landscaping requirements, parking requirements, parcel
1 would be considered as part of the Rossmoor Center as a whole
would provide for that concern. Mr. Knight indicated that
Variance 10-86 covers the development of this parcel that is

being created, that the variance is being applied to this parcel
map with all seven conditions of the variance being carried out.
For parcel maps in the City of Seal Beach, a public hearing is
required before the City Council at which time the Public Works
Director will be able to address those concerns and conditions 5,
6 and 7 as well.
No others spoke in favor nor in opposition, therefore Chairman
Jessner declared the public hearing closed. Knight indicated
Condition 10 would state "conditions related to Public Works and
embodied in conditions 5, 6 and 7 would be verified and if found
to be inapplicable would be modified or deleted. Commissioner
Jessner moved to approve Tentative Parcel Map 86-395; Sharp
seconds.

SCHEDULED MATTERS- Seal Beach Trailer Park Planter Box
Mr. Knight explained that in 1977 the Planning Commission
approved Unclassified Use Permit 1-77 authorizing the
redevelopment of the Seal Beach Trailer Park. As a finding of
that Unclassified Use Permit, a planter box was constructed to
save four cottonwood trees and two eucalyptus trees in place.
The site is on Cottonwood Lane and jumps into the driveway,
reducing the driveway to 15 feet in width. In November, 1986 the
. Park requested to remove the planter box as all the trees had
been blown over by the wind or destroyed by insects. Since the
original intent of the planter box is gone, the park is left with
a box which is more of a hazard. Recommendation was for approval
of the request subject to two conditions noted in staff report of
January 7 1987, i.e.: width of Cottonwood Lane be maintained and
no parking permitted on Cottonwood Lane or in the proposed
walking park. A Commission member questioned the safety of
walking park with regard to speed limits. Mr. Knight indicated
the park has speed bumps which keeps traffic to 2 mph. By adding
the walking park, there should be much greater visibility for
vehicles entering that area. Mr. Covington indicated he was
present at the 1977 Planning Commission when the unclassified use
permit was approved. The trees were symbolic that in such a
dense housing development a token amount of space for open area
not disappear. Covington also requested that this area be
maintained by the occupants of the trailer park and be as
irrevocable as the planter box. Mr. Knight indicated a third
condition could be added that the new walking park which replaces
the planter box shall be permanently covenanted to remain as such
and that the maintenance of this walking park shall be an ongoing
responsibility of the park association. Mr. Sharp moves to
approve, Suggs seconds:

Robert Lada, member of the Seal Beach Trailer Park community,
explained that the concept was for a walking area for the
elderly. He also indicated that a resident has taken a slip of
the original cottonwood and has planted it in her yard. There
are plans to remove that cottonwood and place it in the center of
the walking area. Mr. Lada indicated there would be no objection
to a condition that the walking area be maintained by the Park.
ORAL COMMUNICATIONS
Joyce Ross, 1109 1/2 Seal Way, discussed the need for a disaster
ordinance which includes fire, arson, earthquake, etc. Ms. Ross
indicated that banks will not lend on homes if insurance cannot
be given to those homes in the event of those disasters. Ms.
Ross indicated other cities such as Huntington Beach and Long
Beach do have provisions for natural disasters. Ms. Ross
requested that this concern be brought to public hearing as soon
as possible.
STAFF CONCERNS
Mr. Knight gave to the Commissioners a copy of Orange County
Hazardous Waste Management Plan. Each community within the plan
would then have to adopt the plan and certain responsibilities
would come with the adoption of the plan. A workshop will be
held with members of EQCB, Planning Commission etc. A Commission
member requested representatives from Rockwell, SCE, the Naval
Station be invited to attend the workshop.
COMMISSION CONCERNS
Mr. Covington requested status on Hellman property. Mr. Knight
indicated a scope of work has been identified through Michael
Brandman and Associates. The contract would be before the
Council at the January 12th meeting.
ADJOURNMENT
It was the consensus of the Commission and so ordered by the
Chair to adjourn the Planning Commission meeting of January 7,
1987 at 9:45 p.m.
