SALUTE TO THE FLAG was led by Commissioner Suggs. Page 2 - Planning Commission Minutes - December 2, 1987 4. PUBLIC HEARINGS There were no public hearings. 5. SCHEDULED MATTERS Southern California Edison Request for Sign Code Review. Mr. Knight stated Southern California Edison had contacted the Planning Commission requesting they enact a Zone Text Amendment that would look at two aspects of the sign code. The first aspect would be a section of the California Penal Code which prohibits placement of signs on utillty poles. Although this Penal Code section is on the books, SCE requests we placed it within our sign code so it becomes more visible to the community and can be used as public education. Michael Martin - Area Manager, Southern California Edison 733 Westminster Blvd. Mr. Martin stated his concerns for the safety of Southern California Edison workers who climb utility poles in the course of their work. He said that staples, nails or other metallic fastening devices used by the public to fasten signs etc. to the i rut i 1 i t Y pol e s c a use the wo r k e r' s s hoe g a f f s toll k i c k 0 u t II or deflect off the poles and the worker's fall. SCE considers the signs an aesthetic problem also but does not have the manpower to remove these signs from their poles. Secondly, Mr. Martin said that metallic balloons have caused 205 power outages as the balloons come into contact with power lines. This has affected 250,000 SCE customers at a cost of $500,000 to SCE customers in 1987. SCE has utilized their monthly billings 3 - 4 times a year to insert written material to educate the public on the hazards of signs on utility poles and metallic balloons. Commission concerns were expressed by Chairman Covington who asked staff review word changes involving II... Inflatable signs or signs designed to be flown, including balloons ... or aerial signs ... made of any electrica110y conductive material...1I and consider campaign posters. Additionally, Commissioner Jessner requested the California Penal Code be reviewed on this subject. MOTION by Sharp, second by Jessner recommending staff initiate a Zoning Text Amendment to revise the City.s sign regulations to prohibit the posting of signs on utility poles and the use of inflatable signs. .' ....:. .. -- . . r .' Page 3 - Planning Commission Minutes - December 2, 1987 MOTION CARRIED 4 - 0: AYES: Covington, Jessner, Sharp, Suggs NOES: None ABSTAIN: None ABSENT: Rullo Mr. Ayres, speaking about Southern California Edison Co., wanted the Commission to note that the City would be helping reduce SCE costs and thereby increasing their revenues by assisting them. 7. STAFF CONCERNS Mr. Knight stated that there were no items for the Planning Commission's December 16, 1987 meeting and requested that meeting be cancelled. With the consensus of the Commission, by MINUTE ORDER Chairman Covington postponed the December 16. 1987 Planning Commission Meeting to the January 6. 1988 meeting. 8. COMMISSION CONCERNS There were no Planning Commission concerns. 9.
