RESOLUTION NUMBER 1477 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH RECOMMENDING TO THE CITY COUNCIL ADOPTION OF GENERAL PLAN AMENDMENT 2d-87, AN AMENDMENT TO THE OPEN SPACE/RECREATION/CONSERVATION ELEMENT DEALING WITH THE HELLMAN SPECIFIC PLAN AREA THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, the California Government Code requires that cities adopt open space and conservation elements for their General Plans; and WHEREAS, on December 10, 1973, the City Council adopted an Open space/recreation/conservation element for the General Plan; and WHEREAS, the open space/recreation/conservation element should be consistent with other elements of the General Plan; and WHEREAS, a proposal by the Mola develop a portion of the requires amendments to both Hellman Specific Plan; and WHEREAS, Resolution Number 1475, adopted on ~~~ ~ , 1987, recommends approval of General Plan Amendment 2B- 87 to the City Council, incorporating Mola's concept into the Land Use Element; and Development Corporation to Hellman Specific Plan Area the General Plan and the WHEREAS, Resolution Number 1476, adopted on OC~~ ~ 1987, recommends approval of General Plan Amendment 87 to the City Council, bringing the Circulation Element into conformance with the Land Use Element; and , 2c- WHEREAS, General Plan Amendment 2d-87 proposes an amendment to the open space/recreation/conservation element consistent with the proposed Land Use and Circulation modifications; and WHEREAS, General Plan Amendment 2d-87 is compatible with the land use, circulation and open space/recreation/conservation goals, as the amendment provides for the future development of a 17.7 acre community park and the maintenance of Gum Grove Park as a quasi-public facility; and WHEREAS, General Plan Amendment 2d-87 will not result in any significant environmental impact after the implementation of the mitigation measures contained in the Hellman Ranch Specific Plan Environmental Impact Report (SCH No. 87022510); and WHEREAS, General Plan Amendment 2d-87 will not the health, safety and welfare of community, and should be granted. adversely affect the surrounding NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby recommend to the City Council adoption of General Plan Amendment 2d-87, as shown in Exhibit B, attached. PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of Seal Beach at a meeting thereof held on the 7~ day of O~~~ , 1987 by the following vote: " e . EXHIBIT A COMMUNITY PARKS Community parks are larger than neighborhood parks and are designed to serve the needs of a broader age group. These parks often attract people from outside the area in which they are located. Typically these facilities contain tennis, volleyball, handball and basketball courts, picnic areas and sports fields for seasonal sports such as basebal and football. Community parks generally range in size from approximately 5 to 30 acres. Existing Community Park: 1.
