RESOLUTION NUMBER 1471
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SEAL BEACH RECOMMENDING TO THE
CITY COUNCIL ADOPTION OF ZONE CHANGE 3-87, A
REQUEST TO REZONE THE PROPERTY AT 345 10TH
STREET FROM C-2 (GENERAL COMMERCIAL) TO RHD
(HIGH DENSITY RESIDENTIAL)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, on July 15, 1987, John Tschudin submitted an
application for Zone Change 3-87 to the Department of
Development Services; and
WHEREAS, the applicant is requesting to rezone the property
located at 345 10th Street from C-2 (General
Commercial) to RHD (High Density Residential) for the
purpose of constructing a single family residence; and
WHEREAS, the subject property is described as Lot 45, Block 209,
Bay View Tract in the City of Seal Beach, County of
Orange as per map recorded in Book 8, Page 10 of
Miscellaneous Maps, Records of Orange County, State of
California; and
WHEREAS, the subject property measures 25 feet by 117.5 feet,
and is located 75 feet south of Pacific Coast Highway
(see Exhibit A, attached); and
WHEREAS, the land uses and zoning surrounding the property for
which ZC 3-87 is requested are as follows:
North and West: A mix of retail and office uses in the
C-2 (General Commercial) Zone;
South and East: Residential uses and a church in the
RHD (High Density Residential) Zone; and
WHEREAS, a rezoning of the subject property to RHD is the
highest and best use as RHD is compatible with the
surrounding land uses, and RHD is the most suitable
zone for a single lot measuring 25 feet by 117.5 feet;
and
WHEREAS, the Planning Commission has adopted Resolution Number
1470 recommending adoption of GPA 2a-87 to the City
Council, changing the land use designation for the
subject property to High Density Residential; and
WHEREAS, Zone Change 3-87 will not cause any adverse
environmental impact as shown in the initial study for
Negative Declaration 7-87; and therefore, the Planning
Commission recommends adoption of this Negative
Declaration to the City Council; and
WHEREAS, Zone Change 3-87 will not adversely impact the health,
safety and welfare of the surrounding community.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of
the City of Seal Beach does hereby recommend to the City Council
Zone Change 3-87, as shown in Exhibit A, attached.

City of Seal Beach at a meeting thereof held on the 2nd day of
September, 1987, by the following vote:
