RESOLUTION NUMBER 1457
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING CONDITIONAL USE
PERMIT 4-87, A REQUEST TO PERMIT THE TRANSFER OF
AN ON-SALE BEER AND WINE LICENSE TO THE NEW
OWNERS OF AN EXISTING RESTAURANT (500 PACIFIC
COAST HIGHWAY, #104)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, on April 8, 1987, Soong H. Kim and Song K. Kim
submitted an application for Conditional Use Permit 4-
87 to the Department of Development Services; and
WHEREAS,
the applicant is
beer and wine
Coast Highway,
restaurant; and
requesting the transfer of the. on-sale
license at Norm Calvinls, 500 Pacific
#104, as the new owner of the
WHEREAS, the subject property is the Bay City Center, a
multiple-tenant center at the southeast corner of 5th
Street and Pacific Coast Highway; and
WHEREAS, the surrounding land uses and zoning are as follows:
North -
Single family homes across Pacific Coast
Highway in the RLD (Residential Low Density)
zone.
West -
A mix of commercial and residential uses, and
a c h u r c h, i nth e C -1 (S e r vi c e C omm e r cia 1 ), C-
2 (General Commercial) and RHO (Residential
High Density) zones.
The Raddison Hotel and a mix of commercial
uses in the C-2 (General Commercial) zone.
Single family homes in the Bridgeport Planned
Unit Development; and
the applicant proposes to maintain the existing
restaurant as is, encompassing 1,445 square feet with
521 square feet devoted to food preparation. The menu
and hours of operation would also remain the same; and

on August 1, 1984, the Planning Commission adopted
Resolution Number 1333 approving CUP 12-84 for on-sale
beer and wine at Norm Calvinls. Seven conditions were
attached to CUP 12-84 as follows:
1. CUP is approved for on-sale beer and wine at 500
Pacific Coast Highway, Suite #104, and issued to
Blest, Inc./Norm Calvin, President.
2. That all alcoholic beverages shall be consumed
entirely within the building.
3. That the applicant shall comply with all
restrictions placed on the ABC license by the
State Department of Alcoholic Beverage Control.
4. There shall be no alcoholic beverages advertising
display devices located in the window areas.

5. CUP issued is non-transferable.
6. CUP to be reviewed by staff at the end of one
year.
7 . No sale of alcoholic beverages after 11:00 p.m;
and
WHEREAS, on September 18, 1985, the Planning Commission reviewed
CUP 12-84 and extended it indefinitely. At that time,
the Commission also approved the applicant's request to
extend the hours for the sale of alcoholic beverages
until 1:30 a.m;
WHEREAS, Stacy T. Picascia, Chief of Police, has reviewed the
existing records and has no reservations about
permitting this transfer; and
WHEREAS, the Planning Commission finds that the request is
compatible with the surrounding land uses, the
community in general, and the General Plan; and
WHEREAS, a duly noticed public hearing was held on Wednesday,
May 6, 1987.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of
the City of Seal Beach does hereby approve Conditional Use Permit
4-87 subject to the following conditions:
1. CUP 4-87 is approved for on-sale beer and wine at 500
Pacific Coast Highway, #104, and is issued to Soong H. Kim
an d So n g K. Kim.
2. All alcoholic beverages shall be consumed entirely within
the building.
3. No video games or similar amusements shall be permitted in
conjunction with the restaurant use.
4. There shall be no alcoholic beverages advertising in the
window areas.
5. The applicant shall comply with all restrictions placed on
the ABC license by the California Department of Alcoholic
Beverage Control.
6. CUP 4-87 is non-transferable.
7. CUP 4-87 shall be granted for one year, after which time the
Planning Commission will review the CUP and may extend it
indefinitely.
8. No alcoholic beverages shall be sold after 11:00 p.m.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on the 6th day of
May, 1987, by the following vote:
