RESOLUTION NUMBER 1452
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH APPROVING AND RECOMMENDING TO THE CITY
COUNCIL ZONE CHANGE 2-87, A REQUEST TO REZONE THE SOUTH-
WEST PARCEL OF THE ZOETER SCHOOL SITE FROM PLU (PUBLIC
LAND USE) TO RHD (HIGH DENSITY RESIDENTIAL)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, the Los Alamitos Unified School District has declared
the Zoeter Elementary School surplus property, and will
be selling the property to raise revenues; and
WHEREAS, the property is a 4.97 acre site located at the
southwest corner of Pacific Coast Highway and 12th
Street containing three (3) public access tennis
courts; two (2) structures along 12th Street and
Landing Avenue used by day care services; a softball
field and spectator stands; and the Mary Zoeter
building located along Pacific Coast Highway; and
WHEREAS, the City of Seal Beach has purchased 63 percent of the
Zoeter site, which includes the softball field and
stands and the day care businesses; and
WHEREAS, the Los Alamitos Unified School District is requesting
Zone Change 2-87 for that portion of the Zoeter site
not purchased by the City and consisting of the
southwest parcel measuring 25' by 117.51 (see Exhibit
A, attached); and
WHEREAS, the Los Alamitos Unified School District is requesting
a change of zone from PLU (Public Land Use) to RHD
(High Density Residential); and
WHEREAS, Section 65852.9 of the California Government Code
requires that the City approve the school district's
request for a change of zone on the school site
consistent with the General Plan and compatible with
~he uses of the surrounding property; and
WHEREAS, the land uses and zoning surrounding the parcel for
which ZC 2-87 is requested are as follows:
North:
The City-owned portion of
which includes a softball
and two day-care centers.
A mix of residential uses in the RHD (High
Density Residential) zone.

South:
East:
A variety of commercial and residential uses
in the C-2 (General Commercial) and RHD (High
Density Residential) zones.
Commercial uses, a church and a variety of
residential uses in the C-2 (General
Co mm e r cia 1 ), R H D ( H i g h Den sit Y Res ide n t i a 1 )
and PLU (Public Land Use) zones; and
WHEREAS, a rezoning of the parcel in question to RHD is
compatible with the surrounding land uses, as RHD is
the predominant zone surrounding the subject parcel,
and the dimensions of the property are most conducive
to residential development; and

WHEREAS, the Planning Commission has adopted Resolution Number
1450, recommending to the City Council that GPA 1.b-87
be adopted, changing the land use designation on this
site to Residential High Density; and
WHEREAS, Zone Change 2-87 will not cause any adverse
environmental impact as shown in the initial study for
Negative Declaration 3-87, and therefore, the Planning
Commission recommends adoption of the Negative
Declaration to the City Council; and
WHEREAS, Zone Change 2-87 will not adversely impact the health,
safety and welfare of the surrounding community.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of
the City of Seal Beach does hereby approve and recommend to the
City Council Zone Change 1-87, as shown in Exhibit A, attached.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on the 4th day of
March, 1987, by the following vote:
