HomeMy WebLinkAboutPC Res 1450 - 1987-03-04 e e RESOLUTION NUMBER 1450 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF GENERAL PLAN AMENDMENTS 1.a-87 AND 1.b-87, A REQUEST TO CHANGE THE GENERAL PLAN LAND USE DESIGNATIONS FOR PORTIONS OF THE ZOETER SCHOOL SITE FROM PUBLIC SCHOOLS TO GENERAL COMMERCIAL AND HIGH DENSITY RESIDENTIAL THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, the Los Alamitos Unified School District has declared the Zoeter Elementary School surplus property, and will be selling the property to raise revenues; and WHEREAS, the property is a 4.97 acre site located at the southwest corner of Pacific Coast Highway and 12th Street containing three (3) public access tennis courts; two (2) structures along 12th Street and Landing Avenue used by day care services; a softball field and spectator stands; and the Mary Zoeter building located along Pacific Coast Highway; and WHEREAS, the City of Seal Beach has purchased 63 percent of the Zoeter site, which includes the softball field and stands and the day care businesses; and WHEREAS, the Los Alamitos Unified School District is requesting General Plan Amendment 1.a-87 to change the land use designation from Public Schools to General Commercial on the portion of the Zoeter site not purchased by the City and consisting of the 427.51 by 1801 frontage along Pacific Coast Highway (see Exhibit A, attached); and WHEREAS, the Los Alamitos Unified School District is requesting General Plan Amendment 1.b-87 to change the land use designation from Public Schools to High Density Residential on the portion of the Zoeter site not purchased by the City and consisting of the southwest parcel, measuring 251 by 117.51 (see Exhibit A, attached); and WHEREAS, General Plan Amendments 1.a-87 and 1.b-87 are associated with the school district1s applications for Zone Changes 1-87 and 2-87 in accordance with the provisions of 65852.9 of the California Government Code; and WHEREAS, the General Plan land use designations property for which GPA 1.a-87 is follows: surrounding the requested are as North: South: Service Commercial Public Schools East and West: General Commercial Residential; and and High Density WHEREAS, the General property for follows: Plan land use designations surrounding the which GPA 1.b-87 is requested are as North: Public Schools South, East an~ West: High Density Residential; and . e Resolution Number 1450 Page 2 WHEREAS, the are land and amendments requested under GPA 1.a-87 and 1.b-87 compatible, and for the most part, identical to the use designation for the surrounding properties; WHEREAS, General Plan Amendments 1.a-87 and 1.b-87 will not cause any adverse environmental impact, as shown in the initial study for Negative Declaration 3-87 and therefore, the Planning Commission recommends the 'adoption of this Negative Declaration to the City Counc il; and WHEREAS, General Plan Amendments 1.a-87 and 1.b-87 will not adversely impact the health, safety and welfare of the surrounding community. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve and recommend to the City Council adoption of General Plan Amendments 1.a-87 and 1.b-87, as shown in Exhibit A, attached.
