HomeMy WebLinkAboutPC Res 1446 - 1987-01-07 . e - " . e RESOLUTION NUMBER 1446 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING AND RECOMMENDING TO THE CITY COUNCIL APPROVAL OF TENTATIVE PARCEL MAP 86-395 (12501 St. Cloud Drive) WHEREAS, an application was filed by Century National properties, 12200 Sylvan Street, North Hollywood, California for Tentative Parcel Map 86-395; and WHEREAS, a duly noticed public hearing was held on January 7, 1987; and WHEREAS, the subject property is described as a 32.7 acre parcel, commonly known as the Rossmoor Business Center, located at at the northwest corner of St. Cloud Drive and Seal Beach Boulevard; and WHEREAS, the applicant proposes to subdivide the subject property into two parcels for the following uses Acreage Use Parcell 1.39 Residual Parcel 31.26 Two Story Office Building Existing Commercial; and WHEREAS, on July 9, 1986 the Planning Commission adopted Resolution Number 1427 approving Variance 10-86 for the subject property, a request to replace an existing one- story building with a two-story office building. Variance 10-86 was required because the Rossmoor Business Center is nonconforming due to inadequate landscaping, and the applicants did not propose to bring the entire center up to code; and WHEREAS, the Planning Commission conditioned its approval of Variance 10-86 upon the following stipulations: 1. The new two-story building shall 34,800 sq.ft. in total area, as applicant's site plan dated 4/30/86. be limited to shown on the 2. A minimum of 11,400 sq.ft. of landscaping shall be provided on the same lease site as the new two- story building, as shown on the applicant's site plan date 4/30/86. 3. The developer shall install a minimum, of 6000 sq.ft. of additional landscaping throughout adjacent parking areas, in accordance with detailed landscaping/irrigation plans approved by the Director of Development Services, prior to occupancy of the new office building. 4. Trash dumpsters and transformers shall be completely enclosed with six foot high decorative masonry walls and screened with densely planted shrubs, as approved by the Director of Development Services. .' e e Resolution * 1446 Page 2 5. Prior to installation of anyon-site signs, detailed plans for all proposed signs shall be submitted for review and approval by the Director of Development Services. All such signs shall conform to the Planned Sign Program for the Rossmoor Business Center. 6. Landscaping shall be installed in conformance with plans submitted as Exhibit A, dated June 4, 1986; and WHEREAS, an initial study has been prepared on this project, which shows that no adverse environmental effect will occur, therefore a Negative Declaration is recommended in compliance with the provisions of the California Environmental Quality Act (Sec. 15153); and WHEREAS, the Planning Commission makes the following findings regarding Tentative Parcel Map 86-395: 1. The proposed Tentative Parcel Map is consistent with the City's General Plan and land use policies as the proposed use conforms with the property's land use desegnation of General Commercial. 2. The design and improvement of the proposed subdivision is not likely to cause substantial environmental damage or public health problems as demonstrated by the Initial Study. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby approve and recommend to the City Council approval of Tentative Parcel Map 86-395 subject to the following conditions: 1. The redevelopment of Parcel 1 shall be in accordance with the conditions attached to Variance 18-86 as stated in Resolution Number 1427. 2. Irrevocable access agreements shall be provided between Parcell and the Residual Parcel. . < . . Resolution # 1446 Page 3 3. Parking agreements shall be provided between Parcell and the Residual Parcel if the office building proposed for Parcel 1 requires more parking area than is available on-site. 4. For planning purposes (i.e. calculating building setbacks, landscaping requirements and parking requirements), Parcel 1 shall be considered a part of the Rossmoor Business Center as a whole. 5. The concrete driveway approach to Parcell from Seal Beach Boulevard shall be reconstructed. 6. The concrete driveway approach from st. Cloud Drive shall be reconstructed in conformance with the proposed boundary line. 7. The broken concrete gutter connecting the existing shall be reconstructed. adjoining the property grate inlet catch basin 8. A preliminary soils report, prepared by a registered civil engineer in California, shall be provided to the satisfaction of the City Engineer. 9. A copy of Tract Map No. 1~295 shall be submitted to the City Engineer in conjunction with the final map. 1~. The replacement or planting of required street trees, as determined by the City Engineer. 11. Replacement or reconstruction of any damaged curbs, gutter, sidewalks. 12. Final extension of construction or reconstruction to on-site or off-site improvements shall be determined by the subdivider and City Engineer by mutual agreement or verification in the field. This review may modify or delete an improvement in accordance with the final decision of the CIty Engineer.
