7 Chairperson Voce called the meeting of the Environmental Quality Control Board
8 (EQCB) to order at 6:30 p.m. on Wednesday, June 25, 2008. The meeting was held in

9 City Council Chambers and began with the Salute to the Flag.

14 Chairperson Voce presented Resolution 08-1 to Clif Vineyard honoring his service as a
15 member of the Environmental Quality Control Board (EQCB). Chairperson Voce
16 thanked Mr. Vineyard on behalf of the Board for his contribution to the work done by the
17 EQCB.

6 Chairperson Voce referred to the map entitled “Health Impacts from ships Are a
rd
7 Nationwide Problem,” which appears on the 3 to the last page of the Staff Report and
8 asked if this map were available in a PowerPoint slide presentation format. Mr. Olivera
9 stated that he believes that this map or maps that are very similar could be acquired
10 from the South Coast Air Quality Management District (SCAQMD). Chairperson Voce
11 noted that Seal Beach lies within the most impacted zone and he would like to use this
12 map to make a presentation to City Council. He emphasized how serious the health
13 impacts are and stated that it is critical that this issue be brought to the attention of the
14 general public.

33 Mr. Olivera noted that Member Hurley had submitted a list of typographical corrections
34 to be made to the minutes of March 26, 2008. This list will be given to the Department
35 of Development Services Secretary.

Recommendation
1 : Instruct Chairperson to sign proposed Comment Letter,
2 and instruct Staff to forward to the City Council, Planning Commission, and
3 the Golden Rain Foundation for information purposes. Receive and File
4 Staff Report. The City Council will not review this comment letter as the next
5 available Council meeting date is July 14, after the July 11 deadline for
6 receipt of comments.

10 Mr. Olivera explained that this letter was drafted in response to the Port of Long Beach
11 Draft EIS/EIR Middle Harbor Redevelopment Project and noted that the letter details the
12 issues the City wished to identify as worthy of further discussion, such as air quality and
13 health risks, ground transportation, and vessel transportation.

15 Member Hurley noted a correction to Paragraph 1, Line 5 on Page 1, which should read
16 “. . . due to the close of comments prior to . . .”

18 Member Barton questioned the projected number of ships to be served per year, as
19 indicated in the last paragraph of Page 12 of the Staff Report. Mr. Olivera stated that,
20 as he understands, the goal of this project is to accommodate some of the larger “super
21 tankers,” which at present the Port of Long Beach is unable to adequately serve due to
22 the lack of larger berths. He explained that the rationale would be that having the ability
23 to accommodate these large-capacity ships this would mean there would be fewer ships
24 accessing the port to deliver cargo, which would translate into less pollution. Member
25 Barton noted that this would involve a lot of work and expense to be able to
26 accommodate only 179 more vessels per year. Mr. Olivera stated that this would be a
27 significant increase in ships. Member Barton stated that the letter is very well done and
28 addresses all areas of concern such as transportation, air, water, etc.

30 Member Hurley noted that the 1 paragraph on Page 12 makes a good point, but he
31 doubts that this will affect the people in Seal Beach. He noted that somewhere in the
32 report it indicates that the “area of influence” would include the I-110, I-710, and the SR-
33 91 north of the I-405 Freeway, and he believes this to be correct. Chairperson Voce

34 indicated that the last sentence of the 1 paragraph on Page 12 of the Staff Report calls
35 for inclusion of a map that clearly identifies the impacted transportation corridor
nd
36 segments. He then read the text from the 2 paragraph that states that Seal Beach is
37 concerned with potential unidentified impacts to the I-405 Freeway area south of the I-
38 710. Member Hurley stated that the report does contain data that references impacts to
39 the I-405 northbound only, and he contends that the letter cannot comment on impacts
40 to the area south of the I-710. Chairperson Voce stated that regardless he believes the
41 letter should still include these concerns.

44 comment letter as amended, and instruct Staff to forward to the City Council, Planning
45 Commission, and the Golden Rain Foundation for information purposes. Receive and

VII Staff Concerns
Mr. Olivera distributed copies of the "City of Seal Beach East Beach Sand Nourishment
Project Initial Study/Mitigated Negative Declaration," for review by the Board members.
He indicated that the Board would reconvene at an adjourned meeting on July 16, 2008,
to receive comments prior to the end of the public comment period. Member Barton
asked if the sand nourishment is done every year. Mr. Olivera confirmed that it is.
Member Hurley asked if the City receives assistance with the project. Mr. Olivera stated
that the Army Corps of Engineers in conjunction with the Navy completes the beach
sand nourishment for Surfside, while the City handles the replenishment on the City
beach.
